This document specifies requirements for information management, in the form of a management process, within the context of the operational phase of assets and the exchanges of information within it, using building information modelling. This document can be applied to all types of assets and by organizations of all types and sizes involved in the operational phase of assets. The requirements in this document can be achieved through direct actions carried out by the organization in question or can be delegated to another party.
Abstract
Overview - ISO 19650-3:2020 (BIM, operational phase)
ISO 19650-3:2020 is the international standard for information management using Building Information Modelling (BIM) during the operational phase of assets. It specifies requirements for a management process to define, produce, exchange and maintain asset information using BIM principles. The standard supports continuity of information across the delivery (project) and operational phases, and is applicable to assets of all sizes and types - from single buildings to infrastructure networks (roads, bridges, water/sewer systems, street lighting, campuses and portfolios).
Keywords: ISO 19650-3, BIM operational phase, asset information model, AIM, asset information management, common data environment.
Key technical topics and requirements
ISO 19650-3 structures the information management lifecycle for operations. Core topics include:
- Information management process tailored to the operational phase (assessment & need; invitation to tender; response; appointment; mobilization; production; acceptance; AIM aggregation).
- Establishing Organizational Information Requirements (OIR) and Asset Information Requirements (AIR) to guide what information is needed and when.
- Definition and maintenance of an Asset Information Model (AIM) and the transfer/aggregation of Project Information Models (PIM → AIM).
- Use of a Common Data Environment (CDE) and shared reference resources to support collaborative information exchanges.
- Specification of asset information standards, production methods, protocols and links to enterprise systems.
- Managing trigger events (scheduled and unscheduled) that drive information actions during operation.
- Roles and responsibilities: appointing parties (asset owner/operator), lead appointed party, and appointed parties; delegation and quality assurance for information deliverables.
Practical applications
ISO 19650-3 is used to:
- Define what asset information is required for operation, maintenance and asset management decisions.
- Prepare tender documentation and evaluation criteria for information services during operations.
- Create workflows and execution plans (e.g., information delivery plans, EIR/EIR-related content) to ensure consistent BIM data handover and ongoing AIM maintenance.
- Integrate BIM-based operational data with CAFM/CMMS and enterprise asset management systems.
Who should use this standard
- Asset owners, asset operators and facility managers
- Outsourced asset management providers and FM contractors
- BIM managers, information managers and project delivery teams responsible for operational data
- Public authorities and infrastructure operators managing portfolios or networks
Related standards
- ISO 19650-1, ISO 19650-2 (series on BIM information management)
- Contextual references: ISO 55000 (asset management), ISO 9001, ISO 21500 (project management frameworks)
ISO 19650-3 enables consistent, repeatable information management for the operational lifecycle - improving maintenance efficiency, data handover quality and long-term asset performance.
