This document specifies minimum requirements for instruments and systems that fall into the class of corneal topographers (CTs). It also specifies tests and procedures to verify that a system or instrument complies with this document and thus qualifies as a CT according to this document. It also specifies tests and procedures that allow the verification of capabilities of systems that are beyond the minimum requirements for CTs. This document defines terms that are specific to the characterization of the corneal shape so that they may be standardized throughout the field of vision care. This document is applicable to instruments, systems and methods that are intended to measure the surface shape of the cornea of the human eye. NOTE The measurements can be of the curvature of the surface in local areas, three-dimensional topographical measurements of the surface or other more global parameters used to characterize the surface. This document is not applicable to ophthalmic instruments classified as ophthalmometers.
Abstract
Overview
ISO 19980:2021 - "Ophthalmic instruments - Corneal topographers" - defines minimum requirements, test methods and terminology for instruments and systems that measure the shape of the human corneal surface. The standard covers non‑contact corneal topographers (CTs), including devices that report local curvature, full three‑dimensional topography, or other global surface parameters. It standardizes definitions, performance verification procedures and reporting so manufacturers, test labs and eye‑care professionals have consistent, comparable results.
Keywords: ISO 19980, corneal topographer, corneal topography, ophthalmic instruments, corneal surface measurement, Placido ring, optical‑sectioning.
Key topics and technical requirements
- Scope and definitions: Standardized terms for corneal apex, vertex, meridian, curvature types (axial/meridional/normal), eccentricity and conic descriptors to ensure uniform reporting.
- Minimum instrument requirements: General performance characteristics for devices to qualify as corneal topographers (CTs).
- Measurement parameters: Requirements for area measured, measurement sample density and presentation (including colour display conventions).
- Performance verification tests: Defined test methods and procedures to verify:
- Accuracy tests - how closely measured surfaces match reference test surfaces.
- Repeatability tests - measurement consistency across repeats.
- Test surfaces and devices: Specifications for physical and optical test artifacts used to validate different CT technologies (reflection‑based/Placido ring, luminous‑surface, optical‑sectioning).
- Data collection and analysis: Structure for accuracy data sets, paired data analysis, and reporting formats to document device performance.
- Documentation & marking: Requirements for accompanying documents and marking to aid traceability and user information.
- Annexes: Informative and normative annexes cover example test surfaces, standardized displays, area‑weighting calculations and methods for testing human corneas.
Practical applications
- Certifying and validating corneal topographer performance during product development, regulatory submissions and quality control.
- Enabling clinical laboratories and ophthalmic clinics to compare devices, establish measurement traceability and ensure consistent patient records.
- Guiding manufacturers on design verification, user documentation and display conventions for corneal topography outputs.
Who should use ISO 19980:2021
- Medical device manufacturers of corneal topographers (Placido, optical‑sectioning, luminous‑surface).
- Clinical engineers, test labs and quality assurance teams performing device verification.
- Regulatory affairs professionals preparing conformity documentation.
- Eye‑care clinicians and researchers needing standardized corneal measurement data.
