ISO 21069-1:2004 specifies a roller brake test for determining the braking efficiency of road vehicles having a maximum authorized total mass (Code ISO-M08) as defined in ISO 1176 of more than 3,5 t, being of categories M2, M3, N2, N3, O3 and O4 as defined in UNECE R.E.3 and equipped with full power air (pneumatic) braking systems. Also applicable to electronic braking systems (EBS), its purpose is to ensure comparable measurement results from different testers, leading to reliable assessment of the efficiency of service braking systems wherever roller brake tests are performed.
Abstract
Overview
ISO 21069-1:2004 defines a standardized method for measuring the braking efficiency of heavy road vehicles (maximum authorized total mass > 3.5 t) using a roller brake tester. Part 1 covers pneumatic (air) braking systems and is also applicable to vehicles with electronic braking systems (EBS). The standard enables comparable, repeatable measurements for categories M2, M3, N2, N3, O3 and O4 (UNECE vehicle categories), supporting reliable assessment during type approval, periodic inspection and workshop testing.
Key topics and technical requirements
- Scope: Roller brake test procedure for full-power air braking systems on heavy vehicles (ISO-M08 code).
- Test preparation: Clean rollers and tyres; tyre pressures per manufacturer; wheels driven forward during measurement; equipment certified for official inspections.
- Measurement fundamentals:
- Record braking force and brake actuator pressure simultaneously and in real time.
- Determine braking force per wheel or per axle and calculate the vehicle braking rate (brake force divided by vertical wheel load).
- Extrapolation methods to predict laden performance when full loading is impractical:
- Laden measurement (direct measurement if vehicle is fully loaded).
- One-point method (single measurement; standardized starting point at 40 kPa; requires at least 30% of design actuator pressure achieved).
- Two-point and multi-point methods (measure at two or more pressures and extrapolate; least-squares option available).
- Test report requirements: vehicle ID (VIN), category, axle data, maximum authorized mass, measured braking force totals, reference forces or braking rate, actuator and control line pressures, force imbalance and variation, plus roller tester make/model and software version.
- Annexes:
- Annex A (normative): technical requirements for roller brake testers (capacity, accuracy and design features).
- Annex B (informative): guidance on periodic inspection and documentation of test equipment.
Practical applications and users
ISO 21069-1 is used by:
- Vehicle inspection stations and technical services performing periodic safety tests.
- Regulatory authorities enforcing ECE Regulation No. 13 requirements.
- Brake test equipment manufacturers (roller brake tester design and certification).
- Fleet maintenance workshops, commercial vehicle service centers and OEMs for braking performance verification.
- Test labs performing type approval verification and in-service conformity checks.
Benefits include consistent, comparable brake-efficiency measurements, improved vehicle safety validation and interoperability between different testers and jurisdictions.
