The scope of ISO 21082:2016 is the specification of the binding in terms of technology mapping to the Space Packet Protocol of: a) MAL message; b) MAL Transport Interface. The MAL Blue Book (reference [2]) specifies the MAL protocol in an abstract way, i.e., without defining the concrete protocol data units. The MAL Space Packet Transport Binding and Binary Encoding specifies: a) a complete and unambiguous mapping of the MAL message to the Space Packet; b) a complete and unambiguous mapping of the MAL transport interface to the Space Packet Protocol interface; c) a complete and unambiguous mapping of the MAL data types to fixed and variable length binary encoding formats. This Recommended Standard does not specify: a) individual implementations or products; b) the implementation of entities or interfaces within real systems. MO services defined in terms of MAL using the Space Packet Transport Binding as defined in this Recommended Standard are fully interoperable.
Abstract
Overview
ISO 21082:2016 - Mission operations - MAL space packet transport binding and binary encoding specifies how the Mission Abstraction Layer (MAL) protocol is mapped to the Space Packet Protocol and how MAL data types are encoded in binary. Published by ISO and adopted from CCSDS 524.1-B-1, the standard provides a complete, unambiguous technology mapping for:
- MAL messages → Space Packets
- MAL transport interface → Space Packet Protocol interface
- MAL data types → fixed and variable-length binary encodings
The standard ensures that mission operations (MO) services defined using MAL with this Space Packet transport binding are fully interoperable across agencies and systems. It intentionally does not prescribe specific product implementations or internal system architectures.
Key technical topics and requirements
ISO 21082:2016 addresses these core technical areas:
- MAL message mapping - detailed mapping of MAL headers, URIs, message bodies and Space Packet-specific fields to ensure consistent packet construction and parsing.
- Transport interface mapping - mapping MAL transport primitives (e.g., transmit/receive, supported QoS/IP requests) to Space Packet protocol operations.
- Binary data encoding - encoding rules for MAL data types (elements, enumerations, composites, lists, blob, boolean, numeric types, time types, variable-length integers) into fixed and variable-length binary formats.
- Conformance and configuration - normative proforma for protocol implementation conformance and mapping configuration parameters to support interoperability.
- Ancillary topics - bit/octet numbering conventions, QoS properties, security and patent considerations, and encoding efficiency guidance (annexes).
Practical applications and who uses it
This standard is aimed at organizations and engineers involved in spacecraft and ground segment data systems who need a standardized method for mission operations messaging over space packet networks:
- Spacecraft systems engineers designing onboard mission operations messaging
- Ground segment architects and mission operations centers integrating with multiple spacecraft
- Avionics and middleware developers implementing MAL bindings and Space Packet interfaces
- Standards bodies and program managers coordinating cross-agency interoperability
Use cases include telemetry/telecommand transport for mission operations, cross-vendor MO service integration, and developing interoperable middleware that maps abstract MAL services to concrete Space Packet-based transports.
