ISO 21212:2008 determines the air interface for second generation (2G) cellular networks and 2G systems (e.g. using WAP and I-Mode type protocols) to be compliant to CALM, i.e., requirements that must be met before a 2G system can be incorporated into a CALM system. In particular, it specifies protocols and parameters that 2G systems shall include to support prolonged, long-range, high data rate wireless communication links in ITS environments where heterogeneous handovers or media independent handovers (MIH) are either necessary to maintain the link, or desirable as determined by media selection policies. ISO 21212:2008 provides protocols and parameters for long range, medium speed wireless communications in the ITS sector using second generation cellular communications. Wherever practicable, ISO 21212:2008 has been developed by reference to suitable extant standards, adopted by selection. Required regional variations are provided. Specifically, for ISO 21212:2008, extant 2G systems, as defined by various international and national standards, are adopted by reference. Application-specific upper layers are not included in ISO 21212:2008, but will be driven by application standards (which may not be technology specific).
Abstract
Overview
ISO 21212:2008 - Intelligent transport systems (ITS) - Communications Access for Land Mobiles (CALM) - 2G Cellular systems - defines how second‑generation (2G/2.5G) cellular air interfaces are adapted and constrained so they can be incorporated into CALM-enabled ITS environments. The standard specifies protocols, parameters and interface behaviors required to support prolonged, long‑range, medium‑speed, higher‑data‑rate wireless links in transportation applications where media independent handover (MIH) or heterogeneous handovers are needed.
Key topics and requirements
- Scope and conformance: Requires compliance with local 2G/2.5G telecommunications procedures and with CALM core standards (ISO 21210, ISO 21217, ISO 21218, ISO 24102).
- Adoption of extant 2G standards: Incorporates 2G/2.5G system definitions by reference (e.g., 3GPP/GSM/EGPRS, TIA‑95/CDMA, ANSI/TIA‑136, ARIB PDC, 3GPP2).
- Handover support: Enables heterogeneous handovers and media selection policies to maintain continuous ITS sessions across different media.
- Session types and management: Defines procedures for user‑controlled, continuous, time‑controlled sessions and interface medium management via ISO 25111 references.
- Medium access control (MAC): Delegates MAC behavior to ISO 25111 specifications for CALM use of 2G media.
- MMAE service primitives: Specifies the Media Management Adaptation Entity (MMAE) primitives for mobile stations:
- MMAE‑SetParam.request / confirm (paramNumber = 128; paramValue 1 = connect, 2 = disconnect)
- MMAE‑GetParam.request / confirm
- MMAE‑Notify.indication (status 1 = disconnected, 2 = connected)
- Result codes: 1 = OK, 2 = Fail (try later), 3 = System error
- Emergency messaging: Non packet‑switched cellular networks are generally excluded except to transmit non‑time‑critical emergency messages to predetermined numbers.
Applications and who uses it
ISO 21212:2008 is intended for organizations integrating 2G cellular access into ITS deployments:
- Vehicle OEMs and telematics equipment vendors implementing CALM‑compliant communication stacks
- ITS system integrators and service providers delivering traffic management, telemetry, and infotainment
- Telecom operators and mobile network vendors adapting 2G infrastructure for ITS use
- Standards bodies and certification labs performing conformance and interoperability testing Typical ITS uses include vehicle‑to‑infrastructure messaging, route guidance, multimedia transfer, fleet management, enforcement telemetry, and emergency services where continuous or long‑range connectivity is required.
