It delivers clear definitions, concepts, prerequisites and good‑practice elements - including roles and responsibilities - to help organizations direct and control programmes to realize benefits. It intentionally does not prescribe specific processes, methods or tools.
Key topics and technical scope
ISO 21503:2022 covers core programme management concepts and practical aspects at a conceptual level:
- Terms and definitions: standardized vocabulary for baseline, deliverable, outcome, programme, programme component, sponsor, stakeholder and more.
- Concepts of programmes: purpose, establishment, alignment with strategy, programme structure and stakeholders.
- Programme management concepts: objectives, purpose and programme life cycle considerations.
- Prerequisites: evaluating the need for programme management, organizational implementation, governance and establishing roles (sponsor, programme manager, programme management team).
- Managing a programme: program establishment, design and planning, and integration types (strategic, requirements, component, functional).
- Programme practices: high‑level guidance on risk and issue management, change control, quality, resource, schedule and budget management, stakeholder engagement and reporting.
- Programme control, benefit management and closure: framing benefit identification, control and handover/closure considerations.
Practical applications and who should use it
