ISO 22311:2012 is mainly for societal security purposes and specifies a common output file format that can be extracted from the video-surveillance contents collection systems (stand alone machines or large scale systems) by an exchangeable data storage media or through a network to allow end-users to access digital video-surveillance contents and perform their necessary processing.

ISO 22311:2012 - Societal security - Video‑surveillance - Export interoperability - defines a common output file format for exporting digital video‑surveillance contents from CCTV and other video‑surveillance collection systems. The standard is intended for societal security uses (forensic analysis, crime prevention, crisis management) and specifies how exported packages must include video, audio, and the contextual metadata required for processing, replay and legal use. ISO 22311 focuses on interoperability (exchange via removable media or network) without prescribing specific implementation technologies.
Key technical topics and requirements
- Audio‑Video Package: Export files are self‑contained packages consisting of a container structure, an indexing descriptor (XML) and collections of video, audio and metadata files stored together in a hierarchical folder or filesystem.
- Metadata: Both static (camera ID, location) and dynamic (UTC timestamp, pan/tilt/zoom, identification results) metadata are required. A normative metadata dictionary is provided in Annex A.
- Time correlation: All collected information shall be referenced to Coordinated Universal Time (UTC) and export formats must preserve time correlation across sources to enable synchronized multi‑camera forensic analysis.
- Random access and organization: Data shall be split into Directory Time Slots (DTS) and File Time Slots (FTS) to enable efficient random access and selection of time slices.
- Data security & integrity: Provisions are required to protect integrity and control access to exported contents (authentication, integrity checks - standard references provided).
- Privacy provisions: Requirements address privacy protection (privacy zones, retention policies and other measures) to balance societal security with individual rights.
- Usability: Informative Annex B addresses presentation and usability considerations to facilitate investigators’ work.

ISO 22311 is used to ensure exported CCTV evidence is interoperable, usable and legally admissible. Typical users include:
- Forensic investigators and law enforcement agencies (evidence exchange and analysis)
- CCTV manufacturers and NVR/DVR vendors (export functionality)
- System integrators and security operators (data handover and archiving)
- Municipal authorities and crisis managers (multi‑system incident reconstruction)
- IT and compliance teams (data retention, privacy and integrity controls)
Key use cases: exchanging multi‑camera time‑aligned footage, forensic replay on third‑party tools, archiving surveillance clips with complete metadata, and handing over recordings during investigations or emergencies.
