This International Standard specifies the characteristics of quality which are common to all transmission pulleys. It establishes specific quality levels for the finish and balance of transmission pulleys and test pulleys. This International Standard is applicable to transmission pulleys for V-belts, V-ribbed belts, flat or synchronous belts; it does not apply to those pulleys for variable speed drives that have one or more moving flanges. Abstract
Overview
ISO 254:2011 specifies common quality characteristics for transmission pulleys and establishes defined levels for surface finish and balance. It applies to pulleys used with V‑belts, V‑ribbed belts, flat belts and synchronous belts, and includes requirements for test pulleys. It does not apply to pulleys for variable‑speed drives that have one or more moving flanges. Normative references include ISO 4287 (surface texture) and ISO 1940‑1 (balance quality grades).

Material and selection: Pulleys shall be made of materials that can be shaped to standardized dimensions and tolerances and that withstand service conditions (heat, mechanical stress, abrasion, environment). Materials should be capable of dissipating significant heat generated by belts.

Surface roughness (Ra): ISO 254:2011 defines maximum allowable Ra values for working surfaces:
- V‑pulley and V‑ribbed pulley grooves and all pulley bores: 3.2 µm
- Flat pulley rims and rim edges: 6.3 µm
- Synchronous pulley tooth flanks and tips:
- industrial drives: 3.2 µm
- high‑performance drives (e.g., automotive): 1.6 µm
For test pulleys, the standard requires finer finishes (all listed working surfaces at 1.6 µm Ra). Edges of flat rims and grooves shall be chamfered or radiused to avoid sharp transitions.

Balance requirements: Balancing reduces out‑of‑balance forces during rotation. Two balancing classes are considered:
- Static balancing (one plane) - typically sufficient for most pulleys and required for stock items.
- Dynamic balancing (two planes) - may be necessary for wide‑faced rims or pulleys operating at higher speeds.
Residual eccentric mass after static balancing shall not exceed the larger of:
- 0.005 kg, or
- 0.2% of the equivalent mass of the pulley (equivalent mass = mass of a geometrically identical pulley made of cast iron).
When operational speed is known, ISO 254:2011 advises checking the limiting speed to determine if dynamic balancing per ISO 1940‑1 is necessary.
