Gives general recommendations applicable to all operations whatever the nature of the material being sampled is. Relates to safe access to and from the place where the sample is taken from and a safe working place with adequate safety regulations. Contains specific recommendations for hazardous products. The physical and chemical properties may be such that they can have a direct physiological effect or that fire or explosion risks are present during handling. A general classification of risks is listed.
Abstract
Overview
ISO 3165:1976 - Sampling of chemical products for industrial use - Safety in sampling provides general safety recommendations for taking samples of chemical products in industrial settings. It covers safe access and working conditions at sampling points, specifies precautions when the sampled material is hazardous, and lists a general classification of risks (explosive, oxidizing, flammable, toxic, corrosive, hazardous physical states, radioactive). The standard is intended to guide personnel, supervisors and facility managers to make sampling operations safe and compliant with applicable carriage and handling regulations.
Key topics and requirements
-
Scope and general duties
- Ensure safe access to and from the sampling point and an adequately lit, ventilated working area.
- Limit sample size and sampling frequency to what is necessary for analysis.
- Ensure equipment and procedures do not compromise the security of the bulk material.
-
Equipment and containment
- Use compatible tools, containers capable of tight closure and fitted with pressure release.
- Carry samples in purpose-built carriers to minimize breakage and leakage; avoid combustible padding.
- Provide drained troughs, tundishes and splash guards where liquid sampling may spill.
-
Hazard-specific precautions
- Explosive/unstable: close containers to prevent evaporation, protect from heat/shock, prohibit naked lights and sparks.
- Oxidizers: remove combustible material from the vicinity, use appropriate fire extinguishers, avoid combustible container padding.
- Flammables: control ignition sources, prevent static buildup (earthing/grounding), use non‑flammable protective clothing.
- Toxic substances: prevent ingestion/absorption/respiration exposure, prohibit eating/smoking, use appropriate respiratory protection, provide washing facilities and medical information.
- Corrosives and physically hazardous materials: protect sampler and observer with goggles, protective clothing and emergency procedures.
- Radioactive materials: follow additional radiation-specific controls (standard emphasizes risk classification; refer to radiation regulations).
-
Operational controls
- Isolate sample points with valves positioned for emergency control.
- Provide a second person as an observer to monitor safety and raise alarms.
- Mark sample containers with material identity and hazard information.
- Report and address all spillages immediately; ensure disposal or venting arrangements for purge fluids and gases.
Applications and users
ISO 3165 is practical for:
- Chemical plant operators, quality control and laboratory staff performing industrial sampling
- Safety officers drafting sampling SOPs and risk assessments
- Tanker/truck sampling procedures and terminal operations
- Trainers developing sampling safety training modules
- Regulators and auditors assessing compliance with sampling safety practices
Use ISO 3165 guidance when designing sampling points, writing standard operating procedures for hazardous materials sampling, or training personnel in industrial sampling safety.
Related standards
- Guidance references carriage/transport regulations for dangerous goods and ISO Technical Committee work on chemistry (ISO/TC 47). Consult local hazardous materials and transport legislation and radiation-specific standards when sampling radioactive substances.
