This part of ISO 3977 states the principles for systems and procedures to assure the integrity of a packager's product and services. It gives guidance on the inspection, testing, installation and commissioning required for the package and packaged equipment. It outlines the responsibilities between the purchaser and packager for inspection, coordination, reporting and recording.
Abstract
Overview
ISO 3977-8:2002 - "Gas turbines - Procurement - Part 8: Inspection, testing, installation and commissioning" sets out principles and procedures to assure the integrity of packaged gas turbine products and services. The standard provides guidance on inspection and testing, installation, commissioning, and the allocation of responsibilities between the purchaser and the packager for coordination, witnessing, reporting and record keeping. It is intended for packaged gas turbine systems used in industrial and power applications.
Key topics and technical requirements
- Inspection and testing plans: The packager must supply agreed inspection and testing plans covering manufacturing, sub-suppliers and site activities. Plans include witness/observe points and required facilities.
- Definitions of witness vs observed: “Witnessed” tests require purchaser attendance (hold point); “observed” tests require notification but may proceed if purchaser absent.
- Material and mechanical inspection: Includes NDE (non-destructive evaluation) per agreed criteria, cleanliness requirements, and hardness/heat‑affected zone verification when specified.
- Hydrostatic testing: Pressure-containing components (excluding turbine casings) must be hydrostatically tested at a minimum of 1.5× maximum allowable working pressure or not less than 140 kPa differential, with test liquid above the material’s nil-ductility transition temperature. Chloride in test liquids for austenitic stainless steel must not exceed 50 ppm. Tests must be held long enough for inspection (minimum 30 minutes for leaks unless otherwise agreed).
- Functional/operating tests: Guidance for shop and site tests, including cold/hot starts, variable inlet guide vane operation, bleed valves, anti-icing systems, lubrication and fuel system checks, and correction of leaks. Gas generator and turbine performance testing should follow ISO 2314 where applicable.
- Storage, shipment, installation and commissioning: Preparation for storage/shipment and on-site commissioning activities are addressed, with site acceptance testing (SAT) expected even when shop tests are performed.
- Documentation and record retention: Packager must retain material certifications, BOM specs, test data, NDE records (including heat treatment and radiography) and as-built clearances for at least 10 years after commissioning.
Applications and who uses it
- Packagers/engineering contractors manufacturing packaged gas turbine systems
- Purchasers, owner‑operators and procurement teams specifying acceptance and commissioning criteria
- Commissioning engineers, inspection and QA/QC personnel, third‑party inspectors
- Project managers coordinating shop tests, site acceptance tests (SAT) and handover
ISO 3977-8 is essential for ensuring compliant inspection, testing, installation and commissioning of packaged gas turbines and for clarifying responsibilities in procurement contracts.
