This document gives guidelines for establishing, implementing, maintaining and improving a common energy management system (EnMS) for multiple organizations. This document follows the general structure used in ISO 50001:2018.
Abstract
Overview - What ISO 50009:2021 covers
ISO 50009:2021 - “Energy management systems - Guidance for implementing a common energy management system in multiple organizations” - provides practical guidance for establishing, implementing, maintaining and improving a common EnMS (energy management system) across an energy management group (EnMG). Modeled on the structure of ISO 50001:2018, ISO 50009 addresses the specific governance, planning and operational issues that arise when more than one organization cooperates to manage energy (e.g., multi-site networks, industrial parks, franchise groups, municipal portfolios).
Key technical topics and requirements
ISO 50009 follows the ISO management-system structure and emphasizes topics that enable coordinated energy performance improvement across constituent organizations:
- Context of the energy management group: defining the EnMG boundary, understanding internal/external issues and interested parties.
- Leadership and governance: roles for top management of each constituent organization and a central energy management committee.
- Common energy policy: establishing shared objectives and commitments for the group.
- Planning: risk/opportunity assessment, common and constituent objectives, energy review, EnPIs (energy performance indicators) and baselines.
- Support: allocation of resources, competence, awareness, communication and documented information for joint actions.
- Operation: operational planning and control, design and procurement considerations for shared systems or services.
- Performance evaluation: monitoring, measurement, analysis, internal audits and management reviews tailored to multiple organizations.
- Improvement: nonconformity handling, corrective action and continual improvement across the group.
- Informative annexes include roles/responsibilities for committees and examples of EnMG models.
Practical applications and who uses ISO 50009:2021
ISO 50009 is designed for organizations that can gain energy-management benefits by collaborating:
- Industrial parks, campuses and business districts sharing utilities or heat networks.
- Franchise groups, retail chains and supply-chain partners seeking common EnPIs or centralized energy strategies.
- Building owners or landlords managing energy for multiple tenants.
- Municipalities and public-sector portfolios coordinating energy across civic buildings, hospitals and schools.
- Energy managers, sustainability officers, facility managers and consultants implementing or auditing a common EnMS.
Practical benefits include pooled investment (e.g., one large boiler vs several small), shared waste-heat use, joint procurement, knowledge transfer and cost-sharing for specialist expertise.
Related Standards (if applicable)
- ISO 50001:2018 - the primary standard for single-organization EnMS; ISO 50009 provides group-specific guidance consistent with ISO 50001 structure.
- Developed by ISO/TC 301 (Energy management and energy savings); users should refer to ISO 50001 when aligning group and constituent-system requirements.
Keywords: ISO 50009:2021, common energy management system, EnMS, energy management group, ISO 50001, energy performance, EnPI, energy baseline.
