This document gives guidelines for methods for analysing changes in energy efficiency and energy consumption, and for measuring energy efficiency progress, for countries, regions and cities. It is composed of three different calculation methods: — evaluation of structure effects in the variation of energy intensity; — calculation of energy efficiency indices; — decomposition analysis of energy consumption variation. This document is applicable to providing an aggregated statistical evaluation for a country, region or city. It does not apply to calculating changes in the energy consumption or in energy efficiency at the individual consumer's level (e.g. households, organizations, companies).
Abstract
Overview
ISO 50049:2020 - Calculation methods for energy efficiency and energy consumption variations at country, region and city levels - provides standardized, indicator-based methods to analyse changes in energy intensity, energy efficiency and energy consumption for aggregated geographic units (countries, regions, cities). The standard comprises three complementary calculation approaches:
- evaluation of structure effects (e.g., sectoral shifts) in energy intensity;
- calculation of energy efficiency indices by subsector or energy use;
- decomposition analysis of energy consumption variation into explanatory factors (activity, savings, structure, etc.).
ISO 50049:2020 is intended for statistical, policy and monitoring applications and does not apply at the individual consumer or company level (households, organizations).
Key Topics
- Three calculation methods: structure-effect evaluation (including Divisia-style decomposition), energy efficiency indices, and decomposition of energy consumption variation.
- Indicator-based approach: selection of subsectors/energy uses, choice and calculation of indicators, weighting and index construction.
- Decomposition factors: activity, energy savings (indicator-based), structural change, climatic effects and other explanatory factors.
- Data and computation issues: types of data required, disaggregation level, chained vs unchained calculations, handling indicators that imply negative efficiency improvement.
- Climatic corrections: guidance on adjusting consumption for weather influences for more accurate trend analysis.
- Reliability and transparency: guidance on data source quality, period length, and reporting choices; Annexes provide worked examples (Annex A–D).
- Scope limits: covers end-use sectors (industry, transport, households, services, agriculture); excludes feedstock energy and generally excludes energy supply sectors (though power-sector integration can be considered in primary energy decomposition).
Applications
ISO 50049:2020 is useful for:
- national and subnational policy evaluation and monitoring of energy efficiency targets;
- energy and climate reporting, benchmarking and performance tracking for cities, regions and countries;
- researchers and analysts conducting trend analysis and explanatory decomposition of energy consumption;
- NGOs and international bodies seeking harmonized methods for cross-jurisdiction comparisons;
- integrating with planning tools to estimate contributions of structural change, activity growth and energy savings to total energy demand.
Practical benefits include clearer attribution of energy trends, consistent indicators for reporting, and improved comparability across jurisdictions.
Related Standards
- ISO 17742 - indicator-based energy savings calculation methods (complements energy savings factor in decomposition).
- ISO 17743 - reporting principles and system boundaries (alignment for consistent evaluation).
ISO 50049:2020 was developed by ISO/TC 301 (Energy management and energy savings) and includes informative annexes with examples and climatic-correction methods to support implementation.
