This document provides a uniform structure for the identification of financial instruments as well as referential instruments (see Annex A) using a unique identification code and associated minimum descriptive data (see Annex B).
Abstract
Overview
ISO 6166:2021 - Financial services - International securities identification number (ISIN) defines a uniform structure and registration process for uniquely identifying financial and referential instruments worldwide. The standard specifies the ISIN format, the minimum descriptive data that form an ISIN record, allocation principles, and the role of the Registration Authority (RA) and national numbering agencies. It enables reliable cross‑border identification and data exchange for securities, derivatives, baskets, emission allowances, carbon credits and other instrument types.
Key topics and technical requirements
- ISIN structure: an ISIN consists of a prefix (ISO 3166 alpha‑2 country code or reserved codes such as “XS”, “EZ”, “ZZ” or RA‑determined prefixes), a basic code (nine alphanumeric characters - existing national codes may be zero‑padded), and a check digit computed using the modulus 10 “double‑add‑double” algorithm (Annex C).
- ISIN record and minimum descriptive data: each allocated ISIN must be accompanied by the minimum descriptive elements defined in Annex B (the ISIN record). Annex D lists basic information requirements; Annex E provides examples.
- Scope of allocation: ISINs are allocated to fungible and non‑fungible instruments and to referential instruments used as underlying/reference assets. The standard explicitly covers equities, debt, entitlements, structured products, derivatives (traded in their own right), combined instruments, emission allowances and carbon credits, and other assets - regardless of whether instruments exist in paper, electronic or tokenized form.
- Registration Authority (RA): the RA maintains ISIN prefixes, promotes correct use, ensures uniqueness and prevents reuse, supports distribution of ISIN records, evolves allocation guidelines and handles enquiries.
- Related codes: when issuing an ISIN, assignment of related identifiers is recommended - CFI (ISO 10962) and FISN (ISO 18774) - to support classification and short naming.
- Normative references: ISO 3166 (country codes), ISO 4217 (currency codes), ISO 8601 (dates), ISO 10962 (CFI), ISO 17442 (LEI) and ISO 18774 (FISN) are referenced for consistent metadata and interoperability.
Practical applications and users
- Who uses ISO 6166 / ISINs: issuers, stock exchanges, central securities depositories, custodians, brokers, fund administrators, data vendors, clearing/settlement systems, regulators and fintech platforms (including tokenization projects).
- Why it matters: ISINs provide a globally unique identifier for trade processing, settlement, market data feeds, corporate actions, regulatory reporting, portfolio management and instrument lifecycle tracking. They simplify cross‑border operations, data integration and automated validation (via the check digit).
- Implementation value: consistent ISIN allocation combined with CFI and FISN improves data quality, reduces reconciliation effort, and supports automated workflows and regulatory compliance.
