ISO 6966-1:2005 specifies the minimum general design requirements applicable to aircraft ground support equipment in order to ensure definition of aircraft ground support equipment general requirements for designers; effective operation of aircraft ground support equipment. The requirements of ISO 6966-1:2005 apply to any piece of aircraft ground support equipment used on airports. ISO 6966-1:2005 does not intend to provide all the design requirements applicable for aircraft ground support equipment. Other requirements apply, and can be found in separate standards: ISO 6966-2 specifies the safety-related requirements applicable to all aircraft ground support equipment; ISO 4116 specifies the additional requirements applicable for conveying surfaces of those pieces of aircraft ground support equipment intended for handling and loading of baggage and cargo unit load devices (ULDs); specific standards, listed in the Bibliography, define the functional and performance requirements for certain types of aircraft ground support equipment. ISO 6966-1:2005 does not apply to unmodified general-use transportation vehicles such as automobiles, vans, buses and flat-bed trucks when used on airports.

ISO 6966-1:2005 - Aircraft ground equipment - Basic requirements - Part 1: General design requirements sets the minimum general design requirements for aircraft ground support equipment (GSE) used on airport ramp areas. It defines design expectations for materials, workmanship, structure, mobility, systems and documentation so GSE is functional, durable and compatible with safe airport operations. The standard complements safety and functional-specific standards rather than replacing them.

- Fuel capacity for combustion-driven units shall permit at least eight hours continuous operation.
- Structure and clearance:
- Minimum ground clearance (fully laden) and ability to negotiate small changes in surface angles are required (e.g., a 127 mm/5 in minimum at any undersurface point is identified).
- Fasteners should be secure but removable for maintenance; drainage and vibration control are addressed.
- Systems and safety-related provisions:
- Hydraulic and electrical systems must include manual emergency bypass capability.
- Tow interfaces and towing attachments have design criteria to protect aircraft and allow maneuvering.
- Documentation and manuals: Manufacturers shall supply user, maintenance and transport instructions.

ISO 6966-1 is used by:
- GSE designers and manufacturers to define baseline design characteristics.
- Airport operators and ground handlers to specify procurement and acceptance criteria for ramp equipment.
- Procurement and maintenance teams to ensure interoperability, reliability and serviceability of tractors, dollies, belt loaders, ground power units, cargo loaders and other ramp equipment.
- Regulatory bodies and safety auditors as a technical reference when combined with ISO 6966-2 (safety) and aircraft/airport regulations.
