This document describes methods for hand-tool and power-tool cleaning of steel substrates before application of paints and related products. It is applicable both to new steelwork and to steel surfaces that have been coated previously and that show areas of breakdown requiring maintenance painting. It describes the equipment to be used and the procedures to be followed.

Overview
ISO 8504-3:2018 specifies hand- and power-tool cleaning methods for preparing steel substrates before applying paints and related products. Applicable to both new steelwork and previously coated steel requiring maintenance, the standard describes the equipment and procedures for removing rust, mill scale, weld spatter and loose coatings so that priming and protective paint systems can perform as intended.

- Final preparation: After cleaning, remove burrs or sharp edges, feather remaining paint edges, ensure no residual gloss on sound paint, dry the surface if necessary, and remove loose residue (brushing, vacuum or clean dry compressed air).
- Assessment and conformity: Cleaned surfaces are assessed against visual reference grades in ISO 8501-1 and ISO 8501-2. Work is subject to assessment by responsible parties; non-conforming areas must be reworked. Test areas can be prepared per ISO 12944-8.
