This document specifies requirements for data storage, archiving, and data persistence of digital product passports, all based on a decentralized approach. The archiving functionality securely stores historical passport data, preserving a comprehensive record of past information. Persistence ensures that data included in the digital product passport remains available even when the economic operator creating the digital product passport is no longer active. This document also specifies requirements for the replication between economic operators and back-up operators as well as rules for data lifetime definition.
Abstract
Overview
SIST EN 18221:2026 sets out essential requirements for the data storage, archiving, and data persistence of digital product passports (DPPs) using a decentralized approach. The standard, developed by SIST within the European context, addresses secure management of digital product passport data across the product lifecycle, including historical data retention, data availability if the original issuer is no longer active, and robust data replication between main and back-up operators. This standard plays a key role in supporting EU ecodesign regulations, circular economy initiatives, and enhances transparency and trust along the product value chain.
Key Topics
- Decentralized data storage: Economic operators or designated digital product passport service providers are responsible for securely storing DPPs. The architecture is decentralized, enabling flexibility in technology choices and promoting interoperability.
- Data archiving: The standard requires that all historical versions of digital product passports be securely archived. This ensures a comprehensive, unaltered record for purposes such as market surveillance and regulatory compliance.
- Data persistence: DPP data must remain available even if the creating economic operator exits the market. This is achieved through mandated back-up service providers who take over data access and integration responsibilities.
- Replication and back-up: Continuous replication of DPPs and related changes between economic operators and back-up providers is required. Replication must be secure, typically via standardized APIs or secure, encrypted channels.
- Data lifetime rules: The standard sets out clear definitions for the required lifetime of digital product passports, ensuring data access and retention according to regulatory mandates.
- Additional documentation: Manufacturers can attach or link additional digital documentation (e.g., user instructions) to the DPP, accessible throughout the DPP’s lifetime.
Applications
SIST EN 18221:2026 offers practical benefits and applications for a wide range of stakeholders:
- Manufacturers & Economic Operators: Ensure ongoing compliance with EU legal requirements for digital product passport management and support sustainability claims with robust, traceable data.
- Market Surveillance Authorities: Access archived digital product passport data for audit, inspection, or compliance verification, even when products change hands or operators become inactive.
- IT Service Providers: Implement decentralized storage and backup solutions aligned with recognized EU standards, offering services for DPP hosting, replication, and secure data management.
- Supply Chain Actors: Facilitate information transparency, data continuity, and trust among buyers, sellers, and regulatory bodies, supporting circular economy and recycling initiatives.
- Consumers & End Users: Gain ongoing access to essential product information and documentation throughout the entire product lifecycle, supporting informed purchasing and product usage decisions.
Related Standards
- Commission Regulation (EU) No 2024/1781: Establishes ecodesign requirements for digital product passports to promote sustainable products and circular economy principles.
- ISO and IEC standards: Provide key definitions and best practices relevant for DPP terminology, data integrity, and information management.
- European standards for data authenticity and reliability: Ensure best practices in data management, authentication, and secure information exchange.
SIST EN 18221:2026 is foundational for organizations seeking to implement future-proof, compliant digital product passport systems that guarantee data integrity, persistence, and continued availability in support of sustainable product regulation and market needs.
