SCOPE 1.1 This specification defines the physical and chemical requirements for hafnium oxide powder intended for fabrication into shapes for use in a nuclear reactor core. 1.2 The material described herein shall be particulate in nature. 1.3 The values stated in SI units are to be regarded as standard. No other units of measurement are included in this standard. 1.4 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.
Abstract
Overview
ASTM C1098-08(2022): Standard Specification for Nuclear-Grade Hafnium Oxide Powder covers the essential physical and chemical requirements for hafnium oxide powder used in the fabrication of shapes for installation in nuclear reactor cores. Developed in alignment with internationally recognized principles, this specification ensures the quality and safety necessary for nuclear applications. It outlines material characteristics, test methods, quality assurance, packaging, and acceptable impurity levels-focusing on the unique requirements of nuclear-grade materials.
Key Topics
- Material Requirements: The specification applies to hafnium oxide powder intended for nuclear reactors. The powder must be particulate, free of hard aggregates over 20 mesh (840 µm), and, if applicable, include permitted stabilizing additives like yttrium oxide.
- Chemical Composition: Hafnium oxide may be stabilized, typically with 7-10% yttrium oxide. Impurity levels are tightly controlled, with individual limits specified for elements such as boron, gadolinium, cobalt, silicon, fluorine, and thorium. Zirconium content must not exceed 4.5% (based on Zr/(Zr+Hf)).
- Physical Characteristics: Particle size, range, and tolerances must be specified in the purchase order. For particles larger than 37 µm, ASTM test methods like C371 and C117 are recommended.
- Sampling and Inspection: Buyers and sellers must agree on sampling protocols, which are crucial for quality verification and compliance. Samples must be archived as specified by the buyer.
- Packaging and Marking: Hafnium oxide powder must be sealed in containers that protect against contamination and moisture and are clearly labeled with relevant identification details.
- Quality Assurance: The standard references quality assurance frameworks such as ASME NQA-1 and U.S. Code of Federal Regulations Title 10, Part 50, ensuring conformity to nuclear industry requirements.
Applications
Nuclear-grade hafnium oxide powder is critical for:
- Nuclear Reactor Cores: The primary application is in the fabrication of components for nuclear reactor cores, where exceptional material purity, precise physical characteristics, and resistance to phase transformations are required.
- High-Performance Ceramics: Due to its stability at high temperatures and the possibility of phase stabilization, hafnium oxide is also used in advanced ceramic manufacturing for nuclear-related applications.
- Neutron Absorber Materials: As an effective neutron absorber, stabilized hafnium oxide is integral to nuclear fuel cycle operations and supports reactor safety systems.
Meeting ASTM C1098-08(2022) assures reactor operators and manufacturers that the material will perform reliably under the stringent conditions found within nuclear systems.
