SCOPE 1.1 This standard specifies the environmental conditions, such as temperature, humidity, and lighting under which cannabis/hemp flowers in fresh format intended for human use are packaged to be stored to ensure the safety, quality, and weight stabilization of the packaged flower. 1.1.1 This specification does not apply to frozen cannabis/hemp. 1.1.2 This specification does not apply to cannabis/hemp intended for extraction. 1.2 This specification applies to controlling the environment surrounding packaged cannabis/hemp flower. 1.3 This specification is to be followed by licensed operators in the cannabis/hemp space who move the packaged crop(s) through the distribution supply chain to another licensed operator or to the end user. 1.4 Purveyors of cannabis/hemp flower include, but are not necessarily limited to: the packager, transportation companies, warehousing operations, and retail operations. 1.5 Security of the packaged cannabis/hemp flower while in storage is not within the scope of this specification. 1.6 This specification is intended to remain valid until ownership of the packaged cannabis/hemp flower is transferred to another licensed operator or to the final consumer. 1.7 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety, health, and environmental practices and determine the applicability of regulatory limitations prior to use. 1.8 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.
Abstract
Overview
ASTM D8423-22: Standard Specification for Environmental Conditions for Post-packaged Storage and Retail Merchandising of Cannabis/Hemp Flower provides comprehensive guidelines for controlling environmental conditions-such as temperature, humidity, and lighting-surrounding packaged cannabis and hemp flower. The standard’s purpose is to ensure the safety, quality, preservation, and weight stabilization of cannabis/hemp flower products intended for human use as they move through the distribution supply chain until they reach the end user or another licensed operator.
This specification applies exclusively to fresh-format cannabis and hemp flower, not to products intended for extraction or frozen storage. Developed according to internationally recognized principles, ASTM D8423-22 supports consistency and product integrity for purveyors such as packagers, transporters, warehousing, and retail operators.
Key Topics
- Temperature Control: Specifies that the environment immediately surrounding packaged cannabis/hemp flower shall not exceed 30°C for more than two hours and must always be kept above 1°C to prevent freezing. Lower storage temperatures, as long as freezing is avoided, better preserve product quality.
- Relative Humidity (RH) Maintenance: Requires RH to be maintained between 60% and 65% around packaged flowers, minimizing risks of mold, degradation, and weight changes.
- Light Exposure: Calls for limiting light (visible and ultraviolet) exposure to the minimum necessary for inspections, recommending UV filters on fluorescent lights and preference for LED fixtures.
- Monitoring and Record-Keeping: Mandates regular measurement of temperature and RH using suitable monitoring equipment, either automated or manual. Accurate records must be maintained to verify compliance.
- Chain of Custody: The specification applies up until the transfer of ownership to another licensed operator or the end consumer, ensuring robust environmental conditions throughout the post-packaging supply chain.
Applications
- Cannabis and Hemp Industry: Licensed operators-such as cultivators, processors, packagers, distributors, transport companies, warehouses, and retailers-use this standard to maintain product quality from packaging to point of sale.
- Retail and Storage Environments: Retailers and storage facilities apply these environmental conditions to protect cannabis/hemp flower, maintain legal compliance, and ensure consumer safety.
- Supply Chain Assurance: Enables traceability and verification for quality assurance programs by requiring detailed monitoring and record-keeping throughout transit and storage.
- Quality Management: Supports best practices in industrial cannabis/hemp storage by helping prevent mold, contamination, and product degradation, resulting in better consumer satisfaction.

Practical Value
Implementing ASTM D8423-22 helps cannabis and hemp businesses reduce the risk of physical and microbial degradation, ensure regulatory compliance, and deliver safer products with stable potency and weight to consumers. By maintaining tightly controlled environmental conditions during storage and retail, licensed operators can prevent mold, preserve efficacy, and extend shelf life. The standard streamlines quality management and operational protocols, benefiting the entire cannabis/hemp supply chain.
