This document is applicable to small floating working machines used for work in, over, or on, inland waters. This document specifies safety-related requirements and test methods. This document specifies minimum requirements for small floating working machines with a length of < 10 m and a product of length, width and depth of less than 30 m3, with temporarily or permanently installed work equipment or machines used on inland waters. These small floating working machines can be used for activities such as extraction work, lifting work, sampling, mowing and clearing work or comparable tasks.
Abstract
Overview
EN ISO 20650:2026 specifies the requirements and test methods for small floating working machines used in, on, or over inland waters. Prepared by CEN and aligned with ISO 20650:2025, this international standard is crucial for ensuring the safety, reliability, and operational efficiency of these specialized inland navigation vessels. It applies to watercraft with a length below 10 meters and a product of length, width, and depth under 30 m³, equipped with either temporary or permanent work equipment.
Small floating working machines perform essential tasks such as extraction work, lifting, sampling, mowing, clearing, and other similar activities in inland waterways. This standard provides a comprehensive framework of minimum design, construction, and safety requirements, along with corresponding test methods, making it vital for manufacturers, operators, and regulatory authorities.
Key Topics
EN ISO 20650:2026 covers a wide range of safety and performance aspects for small floating working machines. Key focus areas include:
- General Construction Requirements: Details on watertight compartments, hull strength, and material specifications to ensure vessel durability.
- Stability, Buoyancy, and Safety Clearances: Minimum thresholds for stability and residual freeboard to prevent capsizing and ensure floating capacity during critical situations.
- Steering and Propulsion Systems: Guidance on drive units, monitoring devices, and types of propulsion, including electric and combustion engines.
- Workstation Safety: Requirements for protection against falling, ladder and step design, emergency exits, and protection against noise and vibration on board.
- Machinery and Equipment: Safe installation and testing of work equipment such as cranes, winches, and accessory machinery.
- Fire Safety and Emergency Equipment: Provisions for lifebuoys, lifejackets, portable fire extinguishers, fire protection in engine rooms, and appropriate heating systems.
- Marking and Documentation: Specifications for clear vessel identification and comprehensive owner’s manuals.
- Testing and Inspection Methods: Procedures for initial and periodic testing, including checks for strength, stability, safety devices, noise emissions, and operational performance.
Applications
The standard applies to a variety of small floating working machines operating in inland waterways, such as:
- Dredging and Extraction: Machines used for sediment removal or resource sampling in rivers, lakes, and canals.
- Lifting and Maintenance: Crane-equipped vessels and floating platforms used for infrastructure installation or maintenance above and below waterline.
- Environmental Management: Mowing boats and clearing vessels utilized in aquatic vegetation control and watercourse cleaning.
- Survey and Sampling Boats: Machines designed for research and environmental monitoring.
By following EN ISO 20650:2026, manufacturers ensure their vessels meet international safety norms, enhancing operator protection, reducing risk of accidents, and complying with local and international regulatory requirements.
Related Standards
For holistic compliance and broader application, EN ISO 20650:2026 references several other international standards that address complementary aspects of small craft and marine equipment:
- ISO 12100: Safety of machinery - General principles for risk assessment and risk reduction.
- ISO 2922 / ISO 2923: Acoustics - Noise measurement standards for vessels.
- ISO 10240: Small craft - Owner’s manual requirements.
- ISO 12402-2, -3: Personal flotation device safety.
- IEC 60529: Degrees of protection (IP Code) for electrical equipment.
- IEC 60092-504: Electrical installations in ships.
- ISO 4254-1: Safety requirements for agricultural machinery.
Adhering to EN ISO 20650:2026 improves vessel reliability and operational safety in inland navigation, facilitates international trade, and ensures interoperability within the maritime industry. It forms a solid foundation for safety and compliance for anyone involved in the design, manufacture, operation, or inspection of small floating working machines on inland waters.
