IEC 60571:2012 covers the conditions of operation, design, construction, and testing of electronic equipment, as well as basic hardware and software requirements considered necessary for competent, reliable equipment. Applies to all electronic equipment for control, regulation, protection, supply, etc., installed on rail vehicles and associated with: either the accumulator battery of the vehicle; or a low voltage power supply source with or without a direct connection to the contact system. One of the technical changes with respect to the previous edition consists of the addition of nominal voltages of equipment.
Abstract
Overview
IEC 60571:2012 is an international standard published by the International Electrotechnical Commission (IEC) that addresses electronic equipment used on railway rolling stock. This standard defines stringent requirements for the design, construction, environmental and electrical operating conditions, testing, and reliability of electronic control, regulation, protection, and supply equipment installed on rail vehicles. It ensures that such equipment can perform competently and reliably under specified service conditions.
The scope of IEC 60571:2012 includes electronic equipment associated with the vehicle’s accumulator battery or low voltage power supply systems, whether or not directly connected to the rail contact system. Notably, the 2012 edition introduces additional criteria concerning nominal operating voltages to reflect evolving railway electrical systems.
Key Topics
IEC 60571:2012 covers a comprehensive array of topics key to the performance and safety of railway electronic equipment, including:
- Environmental Service Conditions: Specifies normal and special environmental conditions such as altitude, ambient temperature ranges, shock, vibration, humidity, and atmospheric pollutants to ensure robust operation in harsh railway environments.
- Electrical Service Conditions: Defines power supply characteristics including sources from accumulator batteries, static converters, overhead lines, and third rails along with supply variability, overvoltages, surges, electrostatic discharge, and electromagnetic compatibility requirements.
- Reliability and Maintainability: Emphasizes reliability prediction and proof, expected useful life, and maintenance levels with provisions for both on-vehicle and off-vehicle diagnostics, built-in test equipment, and automatic test methods.
- Design Requirements: Guidance on hardware and software design ensuring fault protection, proper interfacing, voltage referencing, interchangeability, and management of inrush currents. Software design measures and features such as self-test, watchdog timers, error indication, and recovery mechanisms are also detailed.
- Components and Construction: Standards for component procurement and application, mechanical protection, mounting techniques, wiring types, printed circuit boards, coatings, identification, cooling, ventilation, and material finishes.
- Safety: Addresses functional safety of electronic equipment as well as personnel safety standards to minimize hazards during operation and maintenance.
- Documentation: Specifies requirements for comprehensive documentation including circuit diagrams, component layouts, wiring diagrams, equipment drawings, and software documentation to facilitate manufacturing, maintenance, and testing processes.
- Testing Methods: Outlines procedures for electrical, environmental, and electromagnetic compatibility testing to verify compliance with the standard’s criteria.
Applications
IEC 60571:2012 applies directly to a broad spectrum of electronic control and supply equipment on rolling stock, ensuring that:
- Safety-critical electronic systems aboard trains meet dependable operational standards.
- Railway manufacturers and equipment suppliers adhere to harmonized international practices to improve interoperability and system reliability.
- Maintenance teams can utilize standardized diagnostic and test protocols to reduce downtime and optimize maintenance efforts.
- Rail operators benefit from equipment designed to withstand challenging environmental conditions like vibrations, temperature extremes, and electromagnetic interference commonly found in railway environments.
This standard is critical for the development and certification of components such as train control units, battery monitoring systems, onboard power converters, signaling interfaces, and protection relays.
Related Standards
For holistic railway electronic equipment compliance and safety assurance, IEC 60571:2012 works in conjunction with other relevant international standards, including:
