IEC 60695-1-30:2017 provides guidance for assessing and choosing candidate materials, components or sub-assemblies for making an end product based upon preselection testing. It describes how preselection provides comparative fire hazard test methods to evaluate the performance of a test specimen and how preselection can be used in the selection of materials, parts, components and sub-assemblies during the design stage of an end product. It further describes how standardized test methods may be used as one part in the decision making processes directed to minimize the fire hazards from electrotechnical equipment. It takes into account the desired reaction to fire properties of the end product, and the possible effects of environmental conditions on the behaviour of the end product. This third edition cancels and replaces the second edition published in 2008. This edition constitutes a technical revision. This edition includes the following significant technical changes with respect to the previous edition: - Reference to IEC 60695-1-12; - Modified Introduction; - Clause 2: updated and additional normative references; - Clause 3: updated and additional terms and definitions; - Clause 4: updated text, with a requirement and normative reference to IEC 60695-1-10, IEC 60695-1-11 and IEC 60695-1-12; - Clause 5: modified text; - Annex A: updated references with additions and deletions; - Annex B: Examples of materials used in attended appliances replaces the previous example of an ITE product and the Bibliographic references updated. It has the status of a basic safety publication in accordance with IEC Guide 104 and ISO/IEC Guide 51. This standard is to be used in conjunction with IEC 60695-1-10:2016 and IEC 60695-1-11:2014. This basic safety publication is intended for use by technical committees in the preparation of standards in accordance with the principles laid down in IEC Guide 104 and ISO/IEC Guide 51.
Abstract
Overview
IEC 60695-1-30:2017 is an international standard published by the International Electrotechnical Commission (IEC) that provides comprehensive guidance for assessing the fire hazard of electrotechnical products during the design phase. Focusing on the preselection testing process, this standard outlines general guidelines for evaluating candidate materials, components, and sub-assemblies to ensure safer end products in terms of fire risk.
This third edition of the standard, a technical revision of the 2008 version, integrates updated references and revised clauses. It forms part of the IEC 60695 series on fire hazard testing and should be used alongside IEC 60695-1-10 and IEC 60695-1-11 for a full fire hazard assessment framework.
Key Topics
-
Preselection Testing Process The standard details how preselection-conducting comparative fire hazard tests on specimens-can be used to assess and select materials and parts in early product design stages. This process aids in minimizing fire hazards by evaluating ignition, flammability, flame spread, smoke production, heat release, toxicity, and other fire-related properties.
-
Fire Hazard Assessment Principles IEC 60695-1-30 emphasizes aligning preselection tests with the desired fire reaction characteristics of the final product. It also considers environmental influences such as temperature, humidity, and mechanical stress that could affect fire behavior.
-
Standardized Test Methods The document references key test methods including IEC 60695-1-10, IEC 60695-1-11, and IEC 60695-1-12, integrating updated normative references to guide the selection and application of appropriate tests. Annex A outlines examples of test categories covering ignitability, flammability, heat output, smoke, toxicity, corrosion, and abnormal heat.
-
Advantages and Limitations While preselection testing supports early decision-making and can reduce the extent of later full-scale fire testing, the standard also discusses the limitations of small-scale tests and the importance of complementary full product evaluations.
-
Guidance for Technical Committees This publication acts as a basic safety guideline helpful for technical committees in drafting product safety standards aligned with IEC Guide 104 and ISO/IEC Guide 51 principles.
Applications
IEC 60695-1-30:2017 serves multiple practical applications in the electrotechnical industry, including:
-
Product Design and Development Electrical equipment designers can employ the preselection testing process to screen materials and components early for fire safety performance, helping to minimize risks and comply with regulatory requirements.
-
Material and Component Selection Manufacturers can use the standard’s comparative test methods to choose safer, fire-resistant materials and sub-assemblies before finalizing end product designs.
-
Safety Standards Development National committees and standard developers reference this guidance to harmonize fire hazard requirements within electrical product standards.
-
Risk Management Enables proactive mitigation of fire hazards through test-driven material selection, improving overall product safety and reliability.
-
Educational and Training Resource Provides valuable knowledge for engineers, safety professionals, and quality assurance teams involved in fire risk assessment and prevention.
