This part of IEC 61557 specifies the general requirements for measuring and monitoring equipment for testing the electrical safety in low voltage distribution systems with nominal voltages up to 1 000 V a.c. and 1 500 V d.c. When measuring equipment or measuring installations involve measurement tasks of various measuring equipment covered by this series of standards, then the part of this series of standards relevant to each of the measurement tasks is applicable. This second edition replaces and cancels the first edition published in 1997. It constitutes a technical revision. The following changes were made with respect to the previous edition: a) revision of the definitions; b) addition of influence quantities E9 and E10; c) the subclause on Electromagnetic compatibility was complemented; d) inclusion of performance monitoring devices in the introduction; e) addition of new requirements for operating instructions.
Abstract
Overview
IEC 61557-1:2007 is an international standard that specifies the general requirements for equipment used in testing, measuring, or monitoring protective measures in low voltage electrical distribution systems. It applies to systems with nominal voltages up to 1,000 V AC and 1,500 V DC. This standard is part 1 of the IEC 61557 series and provides foundational guidelines essential for ensuring electrical safety in such systems. The 2007 edition is a technical revision, updating and replacing the original 1997 edition with improved definitions, expanded requirements, and enhanced performance monitoring considerations.
This standard is maintained by the International Electrotechnical Commission (IEC), a global organization responsible for electrical and electronic standardization. IEC 61557-1 supports the safety, reliability, and accuracy of electrical measurements, thus playing a critical role in electrical installations and maintenance practices worldwide.
Key Topics
- General Requirements: Sets the fundamental criteria for testing, measuring, and monitoring devices used in low voltage distribution systems ensuring safety and consistency.
- Operating Uncertainty: Defines acceptable limits for operating uncertainty (both as an absolute value and percentage), critical for reliable measurements.
- Rated Operating Conditions: Specifies the normal conditions under which equipment must operate effectively, including voltage, temperature, and electromagnetic compatibility.
- Battery Check Facility: Requires testing devices to incorporate a check to verify battery status for portable equipment.
- Terminals and Protection Class: Addresses design features such as terminals and the class of protection to prevent electrical shocks and equipment failure.
- Pollution and Overvoltage Categories: Classification of environmental conditions affecting device performance including pollution degree and surge protection categories.
- Electromagnetic Compatibility (EMC): Ensures devices function accurately in the presence of electromagnetic interference, critical for industrial and commercial environments.
- Mechanical and Environmental Tests: Includes vibration, temperature, and positional influence testing to guarantee robustness and stable performance in diverse conditions.
- Markings and Instructions: Outlines requirements for clear labeling and detailed operating instructions to enhance user safety and compliance.
- Performance Monitoring Devices: Incorporates newer requirements related to devices that continuously monitor protective measures, reflecting advances in electrical safety technology.
Applications
IEC 61557-1:2007 is essential for manufacturers, electrical engineers, testing laboratories, and maintenance personnel who work with low voltage electrical distribution systems. Applications include:
- Design and manufacture of testing equipment for insulation resistance, continuity of protective conductors, and residual current devices.
- Routine electrical safety inspections in commercial, residential, and industrial buildings.
- Preventive maintenance and monitoring of protective devices to avoid electrical hazards.
- Commissioning and verification of electrical installations ensuring compliance with safety standards.
- Integration with measurement equipment covered under the IEC 61557 series when multiple safety tests are combined.
Adhering to IEC 61557-1 helps ensure accurate and repeatable testing outcomes, reducing risk of electrical faults and enhancing user safety.
