Offers a set of rules that are applied in the design and manufacture of electrical installations and equipment to be used on rolling stock so as to protect the persons from electric shocks. Applicable to vehicles of rail transport systems, trolley buses, magnetic levitated vehicles ant to the electrical equipment installed in these vehicles.
Abstract
Overview
IEC 61991:2000 – Railway applications – Rolling stock – Protective provisions against electrical hazards is an international standard developed by the IEC (International Electrotechnical Commission). It provides a framework of rules and guidelines for the design and manufacturing of electrical installations and equipment on railway rolling stock, with the primary goal of protecting people from electrical hazards such as electric shocks.
This standard is applicable to a broad range of rail transport vehicles, including:
- Conventional trains
- Trolley buses powered by external electric sources
- Magnetic levitation (maglev) vehicles
- The electrical equipment installed within these vehicles
IEC 61991:2000 does not apply to underground mine railways, crane installations, moving platforms on rails, funicular railways, or temporary constructions.
Key Topics
IEC 61991:2000 covers essential aspects related to the protection against electrical hazards on railway rolling stock:
- Definitions of Personnel: Clear distinction between skilled, instructed, and ordinary persons to foster appropriate safety measures.
- Classification of Voltage Bands: Segregation of electrical circuits into distinct voltage classes with specific requirements for each.
- Protection Against Direct and Indirect Contacts:
- Measures to prevent accidental (direct) or fault-condition (indirect) contacts with live parts and conductive elements.
- Use of insulation, barriers, warning labels, and protective bonding.
- Design of Power Circuits: Guidelines for circuits using different power sources (batteries, transformers, converters) and effective segregation or insulation schemes based on supply voltages.
- Use of Protective Devices: Recommendations for the application of mechanical or electrical interlocks, protective conductors, and disconnection procedures.
- Flexibility in Implementation: Recognition that parties (manufacturers, operators) may select between procedural rules (safety operations and instructions) or technical means (hardware devices), depending on operational needs and national practices.
Applications
Implementation of IEC 61991:2000 requirements is critical for:
- Rolling Stock Manufacturers: Ensures newly designed or refurbished vehicles meet international safety standards for electrical installations, reducing risk of electrical accidents during normal operations or maintenance activities.
- Railway Operators and Maintainance Staff: Provides a framework for safe maintenance and inspection procedures, supports clear demarcation of hazardous areas, and prescribes necessary signage and access control measures.
- System Integrators and Engineering Consultants: Facilitates interoperability and safety compliance in multinational rail networks by harmonizing protective measures across borders.
- Safety Auditing and Inspection: Serves as a reference point for safety audits, hazard analyses, and incident investigations related to electrical hazards on rolling stock.
By defining voltage classes and prescribing preventive controls, the standard enables safer operation and maintenance, while minimizing downtime and protecting human life.
Related Standards
Several related standards complement IEC 61991:2000, addressing detailed aspects of electrical safety and railway equipment:
