IEC TR 62971:2015(E) provides guidance and recommendations regarding the availability and use of radiation sources that are needed when testing and evaluating instruments used for the detection of illicit trafficking of radioactive material. Guidance includes the use of surrogate or replacement radioactive materials that could be more easily obtained. The object of this Technical Report is to provide guidance to instrument manufacturers, users, and testing organisations as to the selection and possible use of radiation sources, source surrogates and source simulation tools when testing and evaluating an instrument's ability to detect and identify illicit trafficking of radioactive material.
Abstract
Overview
IEC TR 62971:2015 - "Radiation instrumentation: Radiation sources used in illicit trafficking detection standards - Guidance and recommendations" provides practical guidance on selecting and using radiation sources, surrogate materials, and simulation tools for testing and evaluating instruments that detect illicit trafficking of radioactive material. The Technical Report helps manufacturers, test laboratories and end users understand source availability, characterization (mass, isotope content, geometry, age, chemical composition) and safe, reproducible testing practices for radiation instrumentation.
Key Topics
- Scope and purpose: Guidance for the availability and use of photon and neutron sources required by illicit‑trafficking detection standards.
- Materials of interest: Lists nuclear material (NM) types used for testing, including depleted uranium (DU), highly enriched uranium (HEU), reactor‑grade and weapons‑grade plutonium (RGPu/WGPu). The report defines relevant isotopic parameters (e.g., HEU enrichment criteria) and notes limitations in availability for some isotopes.
- Neutron source requirements: Recommends a fission‑spectrum neutron source with an emission rate near 20 000 neutrons/s; cites use of a Cf source of approximately 185 kBq for standards testing and explains why excessively higher emission rates are discouraged.
- Surrogate and simulation options: Describes surrogate materials (e.g., engineered gamma/neutron surrogates, uranyl acetate as a uranium check source), simulated spectra versus real spectra, and the use of NORM (Naturally Occurring Radioactive Material) where appropriate to reduce regulatory constraints and improve test accessibility.
- Source characterization and encapsulation: Emphasizes that standardized test sources should be sealed and fully characterized by mass, isotopic content, geometry and chemical composition for consistent, repeatable instrument evaluation.
Applications
IEC TR 62971:2015 is practical for:
- Instrument manufacturers designing and validating radiation detectors, portal monitors, handheld spectrometers and Personal Radiation Devices (PRDs).
- Testing and calibration laboratories that require guidance on appropriate test sources and surrogate selection to meet IEC performance standards.
- Border security, customs and homeland security agencies implementing detection systems for illicit trafficking of radioactive material.
- Standards developers and researchers evaluating detection system performance with realistic radiation fields.
The report supports compliant, safe and reproducible testing workflows that reduce regulatory complexity while preserving fidelity to real threat signatures.
Related Standards
IEC TR 62971 references and complements several IEC standards for illicit‑trafficking detection instrumentation, including:
