Overview
ISO 34101-4:2019 - "Sustainable and traceable cocoa - Part 4: Requirements for certification schemes" defines requirements for certification schemes that verify sustainable and traceable cocoa. It is intended to be used together with the ISO 34101 series (ISO 34101-1, -2 and -3). The standard covers certification of cocoa bean producing organizations and cocoa supply chain actors, and it specifies cocoa sustainability management system requirements at entry (Annex A) and medium (Annex B) levels. (High‑level management system requirements are in ISO 34101-1.) Only organizations that meet both the management system requirements and the performance requirements of ISO 34101-2 can claim cocoa beans are sustainably produced.
Key topics and technical requirements
- Scope of certification schemes: Requirements for scheme owners, scheme development and management, and publicly available information.
- Certification body requirements: Conformity with ISO/IEC 17021-1 plus additional processes specific to cocoa certification (audit cycles, sampling, methods to obtain audit information).
- Audit cycles and surveillance: Defined rules for certification/recertification and surveillance audits for producers and supply chain actors.
- Cocoa sustainability management systems: Normative Annex A (entry level) and Annex B (medium level); ISO 34101-1 sets the high level. The series supports a stepwise progression (entry → medium → high). The path from entry to medium and medium to high can each take up to 60 months.
- Claims and labeling: Requirements for B2B and B2C sustainability claims, third‑party marks of conformity, licensing and control, and how claims relate to certified conformity.
- Complaints, appeals and risk control: Procedures for complaints/appeals to the scheme owner and risk‑based control of certification bodies (informative guidance in Annex D).
- Auditor competence and timeframes: Specific competence requirements for auditors (in addition to ISO/IEC 17021-1), sampling rules, time needed for audits, and nonconformity resolution periods.
