This Recommendation | International Standard defines a set of lossless (bit-preserving) and lossy compression methods for coding bi-level, continuous-tone grey-scale, palletized colour, or continuous-tone colour digital still images. This Recommendation | International Standard: ? specifies decoding processes for converting compressed image data to reconstructed image data; ? specifies a codestream syntax containing information for interpreting the compressed image data; ? specifies a file format; ? provides guidance on encoding processes for converting source image data to compressed image data; ? provides guidance on how to implement these processes in practice. NOTE ? As this specification was first published as common text only after ISO/IEC JTC1 had approved the first edition in 2000, edition numbers in the ITU and ISO/IEC versions are offset by one. This is the third edition of ITU-T T.800 and the fourth edition of ISO/IEC 15444-1.
Abstract
Overview
ISO/IEC 15444-1:2019 - also published as ITU‑T T.800 - is the fourth edition of the JPEG 2000 Core Coding System standard. It defines both lossless (bit‑preserving) and lossy compression methods for digital still images, covering bi‑level, continuous‑tone grey‑scale, palletized colour and continuous‑tone colour images. The standard specifies decoding processes, a codestream syntax, an optional file format, and guidance for encoding and implementation.
Key topics and technical requirements
ISO/IEC 15444-1:2019 provides prescriptive and informative material for implementers. Key technical topics include:
- Codestream syntax and markers: standardized marker segments and headers that enable interpretation and interoperability of compressed data.
- Encoder and decoder requirements: mandatory decoding behavior and recommended encoding guidance to ensure conformance and interoperability.
- File format: optional file container and file format semantics for storing JPEG 2000 codestreams.
- Discrete Wavelet Transform (DWT): multi‑level wavelet transforms used for scalable image representation (forward and inverse transforms described).
- Quantization: guidance on scalar quantization and inverse quantization for lossy compression.
- Arithmetic entropy coding: binary arithmetic coding methods used in the core coder (including bypass and segmentation features).
- Image partitioning: tiles, precincts, code‑blocks, packets and progression orders that control spatial and quality scalability.
- Multi‑component transforms: reversible (RCT) and irreversible (ICT) colour transforms and chrominance subsampling considerations.
- Regions of Interest (ROI): mechanisms to prioritize or losslessly preserve specified image areas.
- Error resilience and implementation guidance: marker and segment rules, reserved bits for future use, and robustness features.
- Profiles and capabilities: new Profile marker and Extended capabilities marker segments included in this edition to indicate conformance levels.
Practical applications
JPEG 2000 (ISO/IEC 15444-1:2019) is widely used where efficient, high‑quality, and scalable image compression is needed:
- Digital archives & cultural heritage - preservation of high‑resolution imagery with optional lossless storage.
- Medical imaging - storage/transmission of diagnostic images where bit‑preservation or ROI is critical.
- Remote sensing & satellite imagery - large images requiring tiling, precincts and multi‑resolution access.
- Broadcasting & film post‑production - visually lossless compression and frame‑accurate decoding.
- Document imaging and printing - palletized colour and bi‑level image support.
Who should use this standard
- Codec developers and software engineers implementing JPEG 2000 encoders/decoders.
- Systems architects designing image servers, viewers, and archival storage.
- Standards and QA teams requiring interoperability and conformance testing.
- Domain specialists in medical, geospatial, cultural heritage, and multimedia industries.
