This Recommendation | International Standard defines a set of lossless (bit-preserving) and lossy compression methods for coding bi-level, continuous-tone grey-scale, palletized colour, or continuous-tone colour digital still images. This Recommendation | International Standard: ? specifies decoding processes for converting compressed image data to reconstructed image data; ? specifies a codestream syntax containing information for interpreting the compressed image data; ? specifies a file format; ? provides guidance on encoding processes for converting source image data to compressed image data; ? provides guidance on how to implement these processes in practice. NOTE ? As this specification was first published as common text only after ISO/IEC JTC1 had approved the first edition in 2000, edition numbers in the ITU and ISO/IEC versions are offset by one. This is the third edition of ITU-T T.800 and the fourth edition of ISO/IEC 15444-1.
Abstract
Overview
ISO/IEC 15444-1:2024 - JPEG 2000 Part 1: Core coding system - is the international standard that defines the core JPEG 2000 image coding system. The Fifth edition specifies a set of lossless (bit‑preserving) and lossy compression methods for bi‑level, continuous‑tone grey‑scale, palletized colour and continuous‑tone colour digital still images. It covers the codestream syntax, decoding processes, an optional file format, and guidance for encoding and practical implementation.
Key topics and technical requirements
- Compression methods: Defines both lossless and lossy processes for still‑image coding (JPEG 2000 core).
- Codestream syntax: Specifies the binary codestream layout and marker/marker‑segment semantics (examples include SOC, SOT, SOD, EOC).
- Decoding and reconstruction: Mandatory decoding processes for converting compressed data to reconstructed image data.
- File format: Describes an optional file format for storing JPEG 2000 codestreams and related metadata.
- Encoder/decoder requirements: Minimum requirements for encoders and decoders, plus guidance on encoding strategies and implementation.
- Implementation guidance: Practical advice on implementing codestream parsing, marker handling, and image tiling/packet/region structures.
- Annexes and updates: This 2024 edition adds Annex N (media type registration for image/j2c), clarifies Mastering Display Metadata Box usage, updates external references (e.g., ISO/CIE 11664‑1, ITU‑R BT.601/709), clarifies CEpoc semantics, and specifies Rsiz behavior for extended capabilities.
- Intellectual property note: The foreword warns implementers about possible patent claims and directs them to ITU/ISO patent databases.
Practical applications and who uses the standard
- Software developers and codec engineers building JPEG 2000 encoders/decoders, libraries or plugins.
- Digital archives and cultural heritage institutions requiring robust lossless preservation and flexible lossy archival options.
- Digital cinema, broadcast, and post‑production workflows that need high‑quality imagery, metadata support and scalable resolution.
- Medical imaging, remote sensing, geospatial and printing systems that require high fidelity, region‑of‑interest coding and efficient storage/transmission.
- System integrators and product vendors implementing standards‑based interoperability and file handling (image/j2c registration).
