This document provides a consolidated set of rules and associated guidelines as found and defined in the existing parts of the ISO/IEC 15944 series. NOTE Not all parts of the ISO/IEC 15944 series have rules, that is ISO/IEC 15944-6, ISO/IEC 15944-14 and ISO/IEC 15944-20.
Abstract
Overview
ISO/IEC 15944-16:2023 consolidates the rules and associated guidelines defined across the ISO/IEC 15944 Business Operational View (BOV) series into a single, IT‑enable framework. The standard provides a unified BOV rulebase model, unique eBusiness rule IDs, and a systematic approach to capture, manage and use BOV rules and guidelines while remaining technology‑neutral. It also includes normative annexes for a controlled vocabulary, a consolidated rule/guideline list and a keyword set to support semantic interoperability.
Key topics and technical requirements
- Consolidation of rules and guidelines: Brings together normative rules from existing ISO/IEC 15944 parts (note: some parts such as 15944‑6, ‑14 and ‑20 do not contain rules).
- eBusiness rule identifiers: Defines rules for assignment of unique eBusiness rule ID and composite identifiers to ensure persistent cross‑referencing across the BOV series.
- BOV rulebase model: An IT‑neutral model describing object classes (e.g., rulebase, rule, guideline, rule_relation, relationship_role) and their associations to support machine‑readable rulebases.
- Representation of rules and guidelines: Guidance on physical and verbal representation to make rules searchable and implementable in IT systems.
- Principles for consolidation: Maintain source integrity, preserve cross‑references, ensure timeliness, and facilitate search/retrieval.
- Maintenance and management: Procedures for adding, amending, deleting rules; governance and quality control of the rulebase.
- Supporting resources: Normative annexes including a controlled vocabulary (human interface equivalents) and a consolidated list of rules/guidelines with keywords for searchability.
- IT neutrality: Specifies that implementations remain independent of specific platforms, databases or programming paradigms while maximizing semantic interoperability.
Practical applications and target users
ISO/IEC 15944-16:2023 is valuable for organizations and professionals implementing or managing eBusiness processes and rule-based interoperability:
- Enterprise architects & solution designers: To model and integrate BOV rules into enterprise systems and workflows.
- Standards developers & implementers: To harmonize rules across the ISO/IEC 15944 series and assign consistent eBusiness rule IDs.
- Software vendors & integrators: To build IT‑enabled rule engines, compliance checks and semantic repositories for eBusiness applications.
- Data managers & interoperability teams: To support semantic interoperability and controlled vocabularies in multi‑party transactions.
- Compliance officers: To maintain auditable rulebases and governance procedures for rule changes.
Common use cases include constructing rulebases for Open‑edi, privacy or regulatory requirements, developing searchable rule repositories, and enabling automated rule enforcement across trading partner systems.
