ISO/IEC 17020:2012 specifies requirements for the competence of bodies performing inspection and for the impartiality and consistency of their inspection activities. It applies to inspection bodies of type A, B or C, as defined in ISO/IEC 17020:2012, and it applies to any stage of inspection.
Abstract
Overview
ISO/IEC 17020:2012 - Conformity assessment - Requirements for the operation of various types of bodies performing inspection - defines requirements for the competence, impartiality and consistent operation of inspection bodies. It applies to inspection activities at any stage (design, initial inspection, in‑service surveillance, etc.) and to inspection bodies categorized as Type A, B or C (classification based on the degree of independence). The standard promotes confidence in inspection results and can be used as a basis for accreditation, peer assessment or regulatory recognition.
Key Topics
- Scope and terminology: Defines inspection, product, process, service, inspection body, inspection scheme and related terms (normative reference: ISO/IEC 17000).
- Impartiality and independence: Requires identification and management of risks to impartiality, top management commitment, and conformance to minimum independence requirements (Annex A) for Types A/B/C.
- Confidentiality: Legally enforceable handling of client and third‑party information; clients must be informed of public disclosures.
- Structural requirements: Legal identity, organization and management responsibilities for inspection bodies.
- Resource requirements: Competence of personnel, suitable facilities and equipment, and rules for subcontracting inspection work.
- Process requirements: Use of validated inspection methods and procedures, handling of inspection items and samples, record keeping, preparation of inspection reports and certificates, and management of complaints and appeals (including a defined complaints process).
- Management system requirements: Two options (Option A and alternatives) cover documentation, control of documents and records, management review, internal audits, corrective and preventive actions. Annex B lists optional elements for reports and certificates.
Applications
Who uses ISO/IEC 17020:2012:
- Third‑party inspection bodies seeking accreditation or to demonstrate impartiality and competence.
- In‑house inspection units (Type B/C) within manufacturers, owners or operators that need to document inspection practices and independence controls.
- Regulators, clients and certification bodies who rely on inspection results for compliance, safety, procurement or contractual decisions. Practical benefits include improved reliability of inspection reports, consistent inspection processes, stronger legal defensibility, and clearer expectations for subcontracting and confidentiality.
