Abstract
Overview
ISO/IEC 23008-1:2023/Amd 1:2025 is an important amendment to the international standard governing high efficiency coding and media delivery in heterogeneous environments. This document specifically updates Part 1, MPEG Media Transport (MMT), by introducing the signalling of an adaptive Forward Error Correction (FEC) scheme. Developed by ISO and IEC, this amendment enhances media transport reliability and efficiency by promoting dynamic protection of media data packets based on priority levels.
The amendment defines structures and signaling mechanisms to optimize error correction in diverse media delivery scenarios, addressing the need for better data integrity in streaming and broadcasting systems.
Key Topics
-
Adaptive FEC Coding Structure This amendment introduces the adaptive FEC coding structure aimed at protecting source packet blocks composed of multiple priority classes of MMT packets. The adaptive scheme processes packets by priority, arranging higher priority packets first during source symbol generation. This enables tailored error correction that dynamically adapts to the importance of media data.
-
Source Symbol Block and Sub-Blocks MMTP packets are categorized into classes by priority. Each class produces a source symbol sub-block, combined together to form the source symbol block used for FEC encoding. This layering helps optimize redundancy allocation aligned with media packet priorities.
-
FEC Signalling Enhancements The standard defines detailed signalling bits within the AL-FEC message (e.g.,
fec_coding_structure,ssbg_mode,fec_flow_descriptor) to support adaptive FEC. It specifies the encoding of repair symbol blocks, repair flow IDs, and protection windows, enabling efficient communication between sender and receiver for FEC operations. -
Repair FEC Payload Identifier Enhancements include a new repair FEC payload ID structure, which identifies boundaries of source symbol blocks, repair symbol counts, and sub-block indices, along with fine-grained timestamp indicators. This identification scheme assures precise mapping of repair symbols for adaptive FEC decoding.
-
Priority-Based Protection The amendment introduces the
number_of_classfield, indicating the number of priority levels in media data, allowing selective error correction emphasis on higher-priority streams to improve media quality under packet loss conditions.
Applications
-
Broadcast and Streaming Media Delivery Adaptive FEC signalling improves robustness in IPTV, OTT streaming, and broadcast environments by dynamically protecting critical media packets based on priority. This leads to reduced buffering, lower latency, and enhanced user experience.
-
Multipath and Heterogeneous Networks In networks with variable reliability (wired, wireless, satellite), the adaptive FEC scheme ensures error correction aligns with packet importance, supporting consistent media delivery across heterogeneous channels.
-
Content Distribution Networks (CDNs) CDNs can leverage adaptive FEC to optimize bandwidth usage by applying stronger error correction selectively where needed, improving scalability and reducing overhead.
-
Low-Latency Communication Systems Real-time communication platforms benefit from adaptive FEC signalling by protecting essential frames, reducing packet loss impact while maintaining low latency.
Related Standards

ISO/IEC 23008 Series The broader ISO/IEC 23008 suite covers high efficiency coding and media delivery technologies, including various MPEG coding standards and transport protocols.
-
MPEG Media Transport (MMT) Core Part 1 of ISO/IEC 23008 defines the core MMT framework, to which this amendment adds critical enhancements in FEC signalling.
-
AL-FEC Standards This amendment aligns with Application Layer Forward Error Correction (AL-FEC) frameworks, ensuring compatibility with existing FEC schemes used in multimedia transport.
-
ISO/IEC Directives The development and maintenance of this amendment follow ISO/IEC directives for standard creation, guaranteeing global relevance and interoperability compliance.
This amendment to ISO/IEC 23008-1 advances MPEG Media Transport by refining adaptive FEC signalling. Integrating priority-aware FEC schemes enables media delivery systems to achieve higher error resilience and optimized resource utilization, catering to next-generation heterogeneous network environments. For developers and implementers of MPEG streaming technologies, this update offers practical tools to enhance media reliability and quality in complex transmission scenarios.
