Cancels and replaces the first edition (1984). The model provides a common basis for the coordination of standards development for the purpose of systems interconnection, while allowing existing standards to be placed into perspective within the overall Reference Model. The model identifies areas for developing or improving standards. It does not intend to serve as an implementation specification.

ISO/IEC 7498-1:1994 - "Information technology - Open Systems Interconnection - Basic Reference Model: The Basic Model" (also published as ITU‑T Rec. X.200) defines the conceptual OSI Reference Model used to coordinate standards for system interconnection. This second edition (1994, corrected/reprinted 1996) replaces the 1984 edition and introduces refinements such as explicit treatment of connectionless transmission. The standard provides a common, technology‑neutral framework - a layered architecture - to place existing and future communications standards in perspective. It is explicitly not an implementation specification or a conformance test suite.
