ISO/IEC 7812-2:2017 specifies the application and registration procedures for Issuer Identification Numbers (IINs) issued in accordance with ISO/IEC 7812‑1.
Abstract
Overview - ISO/IEC 7812-2:2017 (Issuer Identification Numbers, IINs)
ISO/IEC 7812-2:2017 is the ISO standard that specifies the application and registration procedures for Issuer Identification Numbers (IINs) issued under ISO/IEC 7812‑1. It defines how card issuers, administrative blockholders and card scheme blockholders apply for, receive and manage IINs, and describes the roles of the Sponsoring Authority (SA), Registration Authority (RA) and the Registration Management Group (RMG). The 2017 (fifth) edition streamlined approval criteria, clarified roles and updated definitions.
Key topics and technical requirements
- Scope: Procedure for assignment of single IINs and blocks of IINs for use in international routing/interchange environments.
- Application routing: Applicants apply via their designated Sponsoring Authority (SA); if none exists, applications may be submitted to the ISO/IEC JTC 1/SC 17 secretariat acting as SA.
- Single IIN criteria: Applicant must be a single legal entity, be the card issuer, not already hold an IIN from the RA, commit to use the IIN within 12 months, and use cards in an international routing/interchange environment.
- Blockholders: Two types - administrative blockholders (re-assign IINs within an industry or jurisdiction) and card scheme blockholders (represent groups of issuers and manage interchange rules). Blockholder applications require SA sponsorship and RMG approval; assigned blocks must be sized to reasonably cover represented entities. First-time blockholders must assign an IIN from the block within 12 months.
- Registration governance: Roles and responsibilities for the RMG, RA, SAs, and applicants are defined, including RA fees (applies per IIN assignment) and publication of the ISO Register of Card Issuer Identification Numbers.
- Appeals: Formal appeal procedures exist for denied applications, including specified appeal bodies and submission requirements.
- Definitions: Adds key terms such as routing, RMG, administrative/card scheme blockholder and SA.
Applications - practical use and value
- Ensures globally unique Issuer Identification Numbers for payment, access control and other card-based services used in international interchange.
- Used by: payment networks, banks, card schemes, national standards bodies, card issuers, tokenization providers and system integrators managing cross-border card routing and interoperability.
- Practical benefits: avoids IIN conflicts across borders, provides clear governance for block allocation, supports operational routing and authorization flows, and documents responsibilities for registration and reuse.
