Overview
EN ISO 14937:2009 (ISO 14937:2009) - "Sterilization of health care products" - sets out general requirements for characterization of a sterilizing agent and for the development, validation and routine control of sterilization processes for medical devices. The standard applies to sterilization processes in which microorganisms are inactivated by physical and/or chemical means and defines the Quality Management System elements necessary to ensure appropriate agent characterization, process development, validation and routine monitoring.
Key topics and technical requirements
- Quality management system (QMS) elements required to support sterilization process development, validation and routine control, including documentation, management responsibility and product realization.
- Sterilizing agent characterization: assessment of microbicidal effectiveness, effects on materials, and safety/environmental considerations for chemical or physical sterilants.
- Process and equipment characterization: identification of process variables and performance characteristics for sterilization equipment and cycles.
- Product and process definition: requirements for defining the product to be sterilized and the sterilization process parameters that deliver required lethality.
- Validation phases: installation qualification (IQ), operational qualification (OQ) and performance qualification (PQ), plus requirements for review and approval of validation activities.
- Routine monitoring, product release and control: ongoing monitoring, criteria for product release from sterilization, and handling of non‑conforming products.
- Maintaining process effectiveness: calibration, maintenance, requalification and assessment of change to ensure continuing process control.
- Annexed approaches for demonstrating microbicidal effectiveness and process definition:
- Approach 1 - inactivation of the microbial population in its natural state (bioburden).
- Approach 2 - use of reference microorganisms plus knowledge of bioburden.
- Approach 3 - conservative process definition based on reference microorganisms.
- Regulatory alignment: informative annexes relate the standard to EU Directives (e.g., 90/385, 93/42, 98/79) providing a presumption of conformity within its scope.
Applications and who uses it
EN ISO 14937:2009 is used by:
- Medical device manufacturers establishing sterilization requirements for products.
- Sterilization process developers designing validated cycles and selecting sterilizing agents.
- Manufacturers of sterilization equipment characterizing equipment performance and controls.
- Contract sterilization/service organizations implementing routine monitoring, product release and requalification practices.
Practical applications include establishing sterilization validation protocols, selecting suitable sterilizing agents (and assessing material compatibility), documenting IQ/OQ/PQ, and maintaining compliant QMS records for audits and regulatory submissions.
Related standards
- ISO 14937 complements other sterilization standards and national/international guidance on sterilization validation, bioburden testing and sterility assurance. It was prepared by ISO/TC 198 in collaboration with CEN/TC 204 and supersedes earlier versions to align with current regulatory needs.
