Overview
CEN ISO/TR 41030:2025 (ISO/TR 41030:2024) is a Technical Report that documents the state of the industry for performance management in facility management (FM) organizations. It summarises existing research, methodologies and performance indicators used across public and private sectors, and outlines needs of both the demand organization (clients/occupiers) and the FM organization (in-house or outsourced). The report was prepared by ISO/TC 267 and adopted by CEN/TC 348 to provide a foundation for future standards work in FM performance measurement.
Key topics
- Scope and context: history and evolution of FM from building “hardware” to people, processes, data and safety considerations.
- Performance measurement vs performance management: distinctions between historical outcome measurement and more recent forward-looking approaches that assess adaptability and future requirements.
- Performance measurement systems: description of what constitutes a system of measures-KPIs, processes, practices and categorisation across operational, tactical and strategic levels.
- Industry survey and state of the industry: consolidated findings from sector-wide surveys highlighting current practices, gaps and trends.
- Challenges and opportunities: common barriers (inconsistent approaches, cultural and regional differences) and opportunities (modular standards development, lifecycle-aligned metrics).
- Standards pathway: recommended modularization of future work outputs and a long-range approach for standard development and lifecycle management.
- Normative reference: aligns terminology with ISO 41011 - Facility management - Vocabulary.
Practical applications
This report is useful for:
- Facility managers and FM teams seeking to benchmark or design FM performance frameworks and KPIs.
- Demand organisations (clients/occupiers) that need to align FM delivery with business or public-service objectives.
- Service providers and contractors developing SLAs and performance-based contracts.
- Procurement, asset managers and consultants who require consistent performance measures for evaluation and reporting.
- Standards developers and policymakers using the report’s findings to scope future FM standards and modular guidance.
Typical uses include KPI selection, benchmarking, designing performance measurement systems, aligning FM metrics with organisational objectives, and informing contract performance targets.
