ISO 11148-11:2011 specifies safety requirements for hand-held non-electric power tools (hereinafter "nibblers and shears") with a reciprocating movement for nibbling and shearing. The nibblers and shears can be powered by compressed air or hydraulic fluid and are intended to be used by one operator and supported by the operator's hand or hands, with or without a suspension, e.g. a balancer. ISO 11148-11:2011 is applicable to nibblers and shears. ISO 11148-11:2011 is not applicable to special requirements and modifications of nibblers and shears for the purpose of mounting them in a fixture. ISO 11148-11:2011 deals with all significant hazards, hazardous situations or hazardous events relevant to nibblers and shears when they are used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer, with the exception of the use of nibblers and shears in potentially explosive atmospheres.
Abstract
Overview
EN ISO 11148-11:2011 - "Hand-held non-electric power tools - Safety requirements - Part 11: Nibblers and shears" is a type‑C safety standard published by CEN/ISO. It specifies safety requirements for hand‑held, reciprocating nibblers and shears powered by compressed air (pneumatic) or hydraulic systems. The standard applies to single‑operator, hand‑supported tools (with or without balancers) and addresses foreseeable use and misuse, excluding tools mounted in fixtures and use in potentially explosive atmospheres.
Key Topics
EN ISO 11148-11:2011 sets out practical technical areas manufacturers and safety professionals must address:
- Mechanical safety: guarding, cutting‑edge protection and prevention of unintended contact during reciprocating action.
- Thermal safety: assessment and limits for hot/cold contact surfaces (references ISO 13732 series).
- Noise reduction: measurement and declaration procedures for acoustic emission (references ISO 15744).
- Vibration control: measurement and declaration of vibration emission (references ISO 28927-7 and EN 12096).
- Materials and exhausts: considerations for processed materials and substances generated during cutting.
- Ergonomics and controls: layout, grips, two‑hand controls, prevention of unintentional start and operator fatigue.
- Verification and testing: procedures for noise, vibration, unintentional start, and structural tests.
- Information for use: marking, warning labels, instruction handbook, operating and maintenance instructions, and declared data.
Applications
EN ISO 11148-11:2011 is used to:
- Guide safe design and risk reduction for pneumatic and hydraulic nibblers and shears.
- Define test and verification methods for product development and type testing.
- Prepare compliant instruction manuals, marking and maintenance documentation.
- Support conformity assessment to the EU Machinery Directive (2006/42/EC) when cited nationally.
Who uses this standard
- Manufacturers and designers of hand‑held pneumatic and hydraulic cutting tools.
- Test laboratories and certification bodies performing noise, vibration and safety verification.
- Safety engineers, compliance officers and procurement teams selecting equipment for workshops and manufacturing.
- Technical writers preparing user instructions and maintenance manuals.
Related standards
- ISO 11148 series (other parts for drills, grinders, saws, etc.).
- ISO 12100 (general principles for design – risk assessment).
- ISO 28927-7 (vibration test methods for nibblers and shears).
- ISO 13732 (thermal contact assessment).
- EN 12096 (declaration and verification of vibration emission).
EN ISO 11148-11:2011 is essential for ensuring safe, ergonomic and legally compliant nibblers and shears in industrial and fabrication settings.
