ISO 11148-12:2012 specifies safety requirements for hand-held non-electric power tools (hereinafter "circular, oscillating and reciprocating saws") intended for sawing. The circular, oscillating and reciprocating saws can be powered by compressed air, hydraulic fluid or internal combustion engines and are intended to be used by one operator and supported by the operator's hand or hands, with or without a suspension, e.g. a balancer. ISO 11148-12:2012 is applicable to circular saws, circular knives, oscillating saws having a saw blade with a radius of 50 mm or less or a diamond cutting-off blade with a radius of 100 mm or less, oscillating knives (including windshield knives) and reciprocating saws, including jig saws and power hack saws. ISO 11148-12:2012 is not applicable to special requirements and modifications of circular, oscillating and reciprocating saws for the purpose of mounting them in fixtures. ISO 11148-12:2012 deals with all significant hazards, hazardous situations or hazardous events relevant to circular, oscillating and reciprocating saws when they are used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer, with the exception of the use of circular, oscillating and reciprocating saws in potentially explosive atmospheres.
Abstract
Overview
EN ISO 11148-12:2012 (CEN adoption of ISO 11148-12:2012) sets safety requirements for hand‑held non‑electric power tools used for sawing - specifically circular saws, oscillating saws and reciprocating saws. It applies to tools powered by compressed air, hydraulic fluid or internal combustion engines and intended to be used by a single operator, hand‑held or suspended (e.g., balancer). The standard is a type‑C safety standard in the ISO 11148 series and addresses foreseeable use and misuse, excluding use in potentially explosive atmospheres and fixtures/mounted tool variants.
Key topics and technical requirements
EN ISO 11148-12:2012 covers the full lifecycle of saw tools with emphasis on practical safety measures and verification:
- Scope and definitions for circular, oscillating and reciprocating saw types (including jig saws, power hack saws, circular knives, oscillating knives and small-radius oscillating blades).
- Mechanical safety: guards, blade exposure, kickback prevention and constructional safeguards.
- Thermal safety: managing hot surfaces and heat generation during operation.
- Noise reduction and vibration requirements and methods for measuring and limiting operator exposure.
- Materials and emissions: handling of hazardous materials processed, used or exhausted by the tool.
- Ergonomics and controls: safe operator interfaces, start/stop controls and prevention of unintentional starts.
- Verification and testing: prescribed tests for noise, vibration, retractable lower guards, unintentional start and overall power tool construction.
- Information for use: marking, labels, warning signs, instruction handbook, maintenance and operating instructions required for safe use and conformity assessment.
Practical applications and users
This standard is essential for:
- Manufacturers and product designers of pneumatic, hydraulic or internal combustion driven saws to design compliant, safer products.
- Safety engineers and compliance officers who prepare risk assessments, technical files and conformity documentation.
- Test laboratories and certification bodies conducting verification tests (noise, vibration, guarding, start‑up safety).
- Procurement teams and site safety managers who specify safe hand‑held saws and evaluate vendor claims.
- Technical writers preparing user manuals, marking and maintenance instructions to meet regulatory expectations.
By following EN ISO 11148-12:2012 manufacturers demonstrate alignment with EU machinery requirements (2006/42/EC) and achieve a presumption of conformity within the standard’s scope.
