ISO 11148-3:2012 applies to hand-held non-electric power tools (hereinafter "drills and tappers") intended for rotary drilling of holes in all kinds of material, e.g. wood, metal, concrete and plastics, or for tapping and cleaning threads in metal and plastics. The drills and tappers can be powered by compressed air, hydraulic fluid or internal combustion engines and are intended for use by one operator and supported by the operator's hand or hands, with or without a suspension, e.g. a balancer. ISO 11148-3:2012 is applicable to drills, heavy duty drills with two handles and tappers. ISO 11148-3:2012 is not applicable to special requirements and modifications of drills and tappers for the purpose of mounting them in fixtures. ISO 11148-3:2012 deals with all significant hazards, hazardous situations or hazardous events when drills and tappers are used as intended and under conditions of misuse that are reasonably foreseeable by the manufacturer, with the exception of their use in potentially explosive atmospheres.
Abstract
Overview
EN ISO 11148-3:2012 (ISO 11148-3:2012) specifies safety requirements for hand‑held non‑electric power tools - drills and tappers. It covers rotary drilling in wood, metal, concrete and plastics, and tapping/cleaning threads in metal and plastics. The standard applies to pneumatic, hydraulic or internal‑combustion powered drills and tappers intended for a single operator, including heavy‑duty drills with two handles. It excludes tools modified for permanent mounting in fixtures and does not cover use in potentially explosive atmospheres.
Key topics
The standard addresses hazards, protective measures and verification related to drills and tappers. Major technical topics include:
- Mechanical safety: guarding, chuck and tool retention, prevention of entanglement and ejection of parts.
- Thermal safety: protection against hot surfaces and overheating during operation.
- Noise reduction: requirements and test provisions for declared sound emission.
- Vibration: assessment and reduction measures to limit hand–arm vibration exposure.
- Materials and emissions: handling of materials, exhausts and substances processed or released by the tool.
- Ergonomics and controls: handle design, two‑hand controls, prevention of unintentional start, accessible controls and labeling.
- Verification and testing: procedures for noise, vibration, unintentional start and construction checks; general test conditions.
- Information for use: marking, warning labels, instruction handbook, operating and maintenance instructions.
- Internal combustion engines: additional normative requirements are provided in an annex for IC‑powered tools.
Practical applications
EN ISO 11148-3:2012 is used to:
- Guide manufacturers and designers to design safer drills and tappers and to prepare conformity documentation.
- Support test laboratories performing verification for noise, vibration and safety features.
- Help safety managers, procurement teams and end users evaluate tool safety, required markings and user instructions.
- Provide a harmonized route to show conformity with the EU Machinery Directive (2006/42/EC) where applicable (see Annex ZA).
Typical users: pneumatic tool manufacturers, maintenance teams, occupational safety professionals, conformity assessors and standards bodies.
