ISO 16231-1:2013 specifies principles for the assessment of stability with respect to the design and construction of self-propelled ride-on machines used in agriculture and the hazard of rolling over or tipping over, or both when the machine is used as intended and under the conditions foreseeable by the manufacturer. In addition, it specifies the type of information on safe working practices (including residual risks) to be provided by the manufacturer. ISO 16231-1:2013 is not applicable to ? machines with an unladen mass lower than 400 kg; ? machines covered by other machine specific standards dealing with the protection against rollover and tip-over (e.g. agricultural tractors, forestry tractors); ? hazards associated with road transport operations; ? free fall events; ? rollover as a result of impact collisions. ISO 16231-1:2013 is not applicable to machines manufactured before the date of its publication.
Abstract
EN ISO 16231-1:2013 - Overview
EN ISO 16231-1:2013 (Self-propelled agricultural machinery - Assessment of stability - Part 1: Principles) specifies principles for assessing the stability of ride‑on, self‑propelled agricultural machines with respect to the hazards of rollover and tip‑over. It sets out the risk‑assessment framework, selection of protective measures, verification approaches and the type of information for use (operator’s manual) manufacturers must provide. The standard applies to new machines (not to machines manufactured before publication) and excludes machines under 400 kg, machines covered by other machine‑specific rollover standards (e.g. agricultural tractors), road transport hazards, free‑fall events and rollovers caused by impact collisions.
Key topics and requirements
- Risk assessment: Identify whether rollover/tip‑over hazards exist considering intended use, operating/ground conditions (slopes), machine physical properties, machine limits and operator capabilities.
- Protective measures: If risk is significant, one or more of the following must be applied:
- Design to ensure Static Overturning Angle (SOA) ≥ Required Static Stability Angle (RSSA) with a suitable safety factor;
- Fit Self‑Protective Devices (SPD) (attachments that improve stability);
- Implement Automatic Protective Systems (APS) that intervene (e.g., reduce speed or change configuration) when stability limits are approached;
- Provide a deflection limiting volume through a Self‑Protective Structure (SPS) or a Roll‑Over Protective Structure (ROPS) and ensure a compatible operator restraint (seat belt) installed per ISO 3776.
- Verification: The standard references verification procedures (see its Table 1) for checking functional measures and inspection/test methods in relevant directions (forward, rearward, lateral).
- Information for use: Required content for the operator’s manual, including safe working practices and residual risks.
Applications and users
EN ISO 16231-1:2013 is intended for:
- Manufacturers of self‑propelled agricultural machinery to design and document machine stability measures and prepare operator manuals.
- Design and safety engineers performing stability risk assessments and selecting ROPS/APS/SPD solutions.
- Test laboratories and certification bodies verifying conformance and validating protective measures.
- Compliance officers applying EU Machinery Directive (2006/42/EC) requirements; Annex ZA links this standard to Essential Requirement 3.4.3 (note: compliance with Part 2 is also required for full presumption of conformity).
