This document specifies safety requirements and measures for their verification for the design and construction of portable, hand-held, internal combustion engine-driven cut-off machines intended to be used by a single operator in the cutting of construction materials, such as asphalt, concrete, stone and metal. It is applicable only to those machines designed purposely for use with a rotating, bonded-abrasive and/or super-abrasive (for example diamond) cut-off wheel having a maximum outer diameter of 430 mm, centre-mounted on and driven by a spindle shaft where the top of the wheel rotates away from the operator (see Figure 1). This document deals with all significant hazards, hazardous situations or hazardous events significant to these machines when they are used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer. See Annex F for a list of significant hazards. This document specifies methods for the elimination or reduction of hazards arising from their use, as well as the type of information on safe working practices to be provided with the machines. Cut-off wheel specifications are not considered in this document. Cut-off wheels are deemed to comply to existing cut-off wheel standards. NOTE For example see Bibliography. All through the document, portable, hand-held, internal combustion engine-driven cut-off machines are called "cut-off machines". This document is not applicable to machines manufactured before the date of its publication.
Abstract
Overview
EN ISO 19432-1:2020 (ISO 19432-1:2020) establishes safety requirements and verification methods for portable, hand‑held, internal‑combustion‑engine‑driven cut‑off machines used by a single operator to cut construction materials (asphalt, concrete, stone, metal). It applies specifically to machines designed for a centre‑mounted rotating bonded‑abrasive or super‑abrasive (e.g., diamond) cut‑off wheel up to 430 mm outer diameter, with the top of the wheel rotating away from the operator. The standard addresses foreseeable misuse, methods to eliminate or reduce hazards, and the information on safe working practices that must accompany the machine.
Key technical topics and requirements
The standard covers the full safety lifecycle from design to instructions and verification. Key topics include:
- General safety principles and risk assessment for portable cut‑off machines.
- Ergonomics and handles: requirements and verification for safe gripping and handling.
- Spindle speed and clutch: design and verification to prevent hazardous overspeed or disengagement.
- Engine start/stop and throttle control: safe starting/stopping systems, throttle geometry and lock requirements.
- Exhaust, emissions and hot parts protection: guarding, routing and labeling to reduce burn and inhalation risks.
- Fuel tanks, fillers and fuel lines: filler location and identification, leak and fire prevention.
- Cutting‑debris discharge control: safe ejection and shielding of particles.
- Transmission covers and electrical protection: guarding rotating parts and high‑voltage components.
- Noise and vibration: assessment and information requirements (see Annexes B and C).
- Information, marking and instructions: mandatory user information, warnings, and maintenance guidance.
- Verification and testing methods: procedures to confirm compliance with each requirement. Note: cut‑off wheel specifications are not included - wheels are assumed to comply with existing wheel standards. See Annex F for a list of significant hazards.
Practical applications and who uses this standard
This standard is primarily used to ensure safe design, manufacture, testing and selection of portable cut‑off machines:
- Manufacturers and product designers - to design compliant machines and prepare technical documentation.
- Conformity assessors and test laboratories - to verify compliance and support CE marking under the Machinery Directive.
- Safety engineers and site managers - to select appropriate equipment and define safe working procedures.
- Procurement and purchasing teams - to specify compliant machines for construction and maintenance tasks.
- Training providers and maintenance personnel - to create manuals, warnings and maintenance schedules in line with the standard.
Related standards and regulatory context
- Supports conformity with EU Machinery Directive 2006/42/EC (see Annex ZA).
- Cut‑off wheel performance and mounting are governed by separate wheel standards (refer to bibliography). Keywords: ISO 19432-1, EN ISO 19432-1:2020, portable cut-off machines, abrasive cutting machines, hand-held cutters, internal combustion engine-driven, safety requirements, centre-mounted rotating abrasive wheels.
