ISO 19901-1:2015 gives general requirements for the determination and use of meteorological and oceanographic (metocean) conditions for the design, construction and operation of offshore structures of all types used in the petroleum and natural gas industries. The requirements are divided into two broad types: - those that relate to the determination of environmental conditions in general, together with the metocean parameters that are required to adequately describe them; - those that relate to the characterization and use of metocean parameters for the design, the construction activities or the operation of offshore structures. The environmental conditions and metocean parameters discussed are: - extreme and abnormal values of metocean parameters that recur with given return periods that are considerably longer than the design service life of the structure, - long-term distributions of metocean parameters, in the form of cumulative, conditional, marginal or joint statistics of metocean parameters, and - normal environmental conditions that are expected to occur frequently during the design service life of the structure. Metocean parameters are applicable to: - the determination of actions for the design of new structures, - the determination of actions for the assessment of existing structures, - the site-specific assessment of mobile offshore units, - the determination of limiting environmental conditions, weather windows, actions and action effects for pre-service and post-service situations (i.e. fabrication, transportation and installation or decommissioning and removal of a structure), and - the operation of the platform, where appropriate. NOTE Specific metocean requirements for site-specific assessment of jack-ups are contained in ISO 19905‑1, for arctic offshore structures in ISO 19906 and for topside structures in ISO 19901‑3.
Abstract
Overview
EN ISO 19901-1:2015 (ISO 19901-1:2015) - "Petroleum and natural gas industries - Specific requirements for offshore structures - Part 1: Metocean design and operating considerations" - defines general requirements for determining and using meteorological and oceanographic (metocean) conditions in the design, construction and operation of offshore structures. The standard sets expectations for characterizing environmental loading (wind, waves, currents, tides, storm surge and other factors) through extreme, long‑term statistical and frequent (normal) conditions to establish consistent design and operational criteria for offshore platforms, mobile units and related activities.
Key Topics and Technical Requirements
- Metocean parameter identification: selection of parameters required to describe site environmental conditions (directionality, storm types, spectra).
- Extreme and abnormal conditions: guidance on defining extreme events with long return periods and extrapolation methods to determine design extremes.
- Statistical characterization: use of long‑term distributions (cumulative, conditional, marginal, joint statistics) for design and fatigue analyses.
- Normal and operational conditions: definition of frequently occurring environmental states for routine operations and habitability.
- Specific environmental factors: wind profiles and spectra, wave spectra and kinematics, current velocities and profiles, tides and storm surges, sea ice, icebergs, tsunamis, seiches, marine growth and ice accretion.
- Applications to lifecycle stages: parameters for design of new structures, assessment of existing structures, site‑specific assessment of mobile offshore units, and environmental limits for fabrication, transportation, installation, decommissioning and operation.
- Data collection and instrumentation: requirements for metocean data gathering, quality assurance, and reporting (including meteorological and oceanographic observations, and weather reporting for helicopter and forecasting services).
- Activity‑specific guidance: metocean criteria for short‑, medium‑ and long‑term activities and for fatigue and extreme loading assessments.
Practical Applications - Who Uses This Standard
- Offshore structural and marine engineers establishing design environmental loads.
- Metocean analysts and oceanographers developing site‑specific environmental databases.
- Project managers, contractors and EPCI teams planning installation, transportation and decommissioning (defining weather windows and limiting conditions).
- Asset integrity and inspection teams assessing existing platforms and planning maintenance.
- Regulators and operators setting operational limits, safety cases and emergency response criteria.
- Naval architects and designers of floating and fixed offshore units, including mobile offshore units and platforms.
