ISO 28300:2008 covers the normal and emergency vapour venting requirements for aboveground liquid petroleum or petroleum products storage tanks and aboveground and underground refrigerated storage tanks designed as atmospheric storage tanks or low-pressure storage tanks. Discussed in ISO 28300:2008 are the causes of overpressure and vacuum; determination of venting requirements; means of venting; selection, and installation of venting devices; and testing and marking of relief devices. ISO 28300:2008 is intended for tanks containing petroleum and petroleum products but it can also be applied to tanks containing other liquids; however, it is necessary to use sound engineering analysis and judgment whenever ISO 28300:2008 is applied to other liquids. ISO 28300:2008 does not apply to external floating-roof tanks.
Abstract
Overview
EN ISO 28300:2008 (Petroleum, petrochemical and natural gas industries - Venting of atmospheric and low-pressure storage tanks) provides comprehensive international guidelines for safe and effective vapour venting in aboveground and underground storage tanks. Developed by the European Committee for Standardization (CEN) and the International Organization for Standardization (ISO), this standard is crucial for preventing overpressure or vacuum incidents in storage tanks, thereby supporting operational safety and environmental protection in petroleum, petrochemical, and natural gas industries.
The standard outlines principles for the design, selection, installation, testing, and marking of venting and relief devices. While it primarily targets tanks storing petroleum and petroleum products, it can also be applied to other liquids with appropriate engineering judgment. It does not apply to external floating-roof tanks.
Key Topics
-
Causes of Overpressure and Vacuum EN ISO 28300:2008 details the possible reasons for overpressure or vacuum scenarios in storage tanks, including:
- Liquid movement during tank filling or discharging
- Atmospheric or weather changes causing tank breathing
- Exposure to external fires
- Equipment failures, such as control valve or heat transfer system malfunctions
- Chemical reactions and unscheduled product introduction
-
Determining Venting Requirements The standard provides methods to quantify normal and emergency venting needs, including:
- Calculating maximum inbreathing and out-breathing flow rates due to liquid transfer and temperature changes
- Assessing additional scenarios for fire and emergency situations
-
Means of Venting Several approaches for venting are recognized, emphasizing the use of pressure-vacuum (PV) valves, safety relief valves, and other engineered solutions.
-
Selection and Installation of Venting Devices EN ISO 28300:2008 addresses:
- Adequate sizing based on calculated venting needs
- Appropriate selection according to tank application
- Correct installation practices to optimize performance and maintenance
-
Testing and Marking The document mandates that relief devices must be tested and clearly marked to validate their performance and provide traceability.
Applications
EN ISO 28300:2008 is applied widely in:
-
Petroleum and Petrochemical Facilities Ensuring compliant venting of vapours from storage tanks in refineries, terminals, and bulk storage depots.
-
Natural Gas Storage Covering both atmospheric and refrigerated low-pressure tanks, including those installed above or below ground.
-
Environmental and Occupational Safety Preventing hazardous releases, overpressure, or vacuum damage to storage tanks, thus reducing environmental and personnel risk.
-
Engineering and Facility Design Guiding the specification and maintenance of venting systems from early design to operational stages, particularly where storage of chemicals or other liquids is involved.

Conclusion
EN ISO 28300:2008 delivers an indispensable framework for managing vapour venting in atmospheric and low-pressure storage tanks. Its adoption can significantly improve the operational safety, reliability, and regulatory compliance of facilities handling petroleum, petrochemical, and natural gas products. For engineers, safety professionals, and operators, this standard is a key resource for risk mitigation across tank design, operation, and maintenance.
