ISO 28927-9:2009 specifies a laboratory method for measuring hand-transmitted vibration emission at the handles of hand-held, power-driven scaling hammers and needle scalers. It is a type-test procedure for establishing the magnitude of vibration in the gripping areas of a machine run under specified test conditions. It is intended that the results be used to compare different models of the same type of machine. ISO 28927-9:2009 is applicable to engraving pens, scabblers, scaling hammers and needle scalers, driven pneumatically or by other means, intended for paint, rust or scale removal with reciprocating work tools or needles and for all kinds of materials.
Abstract
Overview
EN ISO 28927-9:2009 - Hand-held portable power tools - Test methods for evaluation of vibration emission - Part 9: Scaling hammers and needle scalers (ISO 28927-9:2009) specifies a laboratory, type-test method for measuring hand-transmitted vibration emission at the handles of scaling hammers, needle scalers, engraving pens and scabblers. The standard defines how to establish the magnitude of vibration at gripping areas under specified test conditions so results can be used to compare different models and support machine conformity assessments.
Keywords: ISO 28927-9:2009, vibration emission, hand-held power tools, scaling hammers, needle scalers, hand-transmitted vibration, test methods.
Key Topics
- Scope and applicability: Applies to pneumatic or other driven tools intended for paint, rust or scale removal with reciprocating work tools or needles, and to engraving pens and scabblers.
- Measurement strategy: Laboratory type-test procedure to characterise vibration at the user’s hand positions; includes measurement in multiple axes and at both hand positions where relevant.
- Instrumentation requirements: Specifies transducers, mounting and fastening methods, frequency-weighting filters, integration time, calibration and auxiliary equipment needed for valid measurements.
- Test conditions and setup:
- Defined operating conditions for pneumatic, hydraulic and electrical machines.
- Specified test fixtures, workpiece (e.g., mild steel plate or concrete block) and feed-force guidance.
- Operator roles and repeatability considerations.
- Data reporting and verification: Procedures for calculating reported vibration values, combining directional components, uncertainty determination and preparing a measurement report suitable for declaration and verification.
- Regulatory linkage: Informative annexes relate the standard to EU Machinery Directives (e.g., 2006/42/EC), providing a presumption of conformity with certain essential requirements within the standard’s scope.
Applications
Who uses EN ISO 28927-9:2009 and why:
- Tool manufacturers - to verify and declare vibration emission values during product development and type-testing, enabling model comparison and design optimization for reduced hand-transmitted vibration.
- Test laboratories - to perform standardized, repeatable laboratory measurements for independent evaluation and certification.
- Occupational health & safety professionals - to assess comparative vibration risks and inform tool-selection, exposure assessment and control measures.
- Regulatory and compliance teams - to support conformity assessment with relevant EU directives and national standards.
Practical benefits: comparable vibration emission data across models, improved user safety through better-informed tool selection, and consistent test methodology for procurement and certification.
Related Standards
EN ISO 28927 is a multi-part series covering vibration test methods for many hand-held power tools (e.g., Parts 1–11 covering grinders, drills, rammers, saws, percussive drills, stone hammers). Consult other parts of ISO 28927 for test methods specific to different tool families.
