ISO 3691-5:2014 gives safety requirements and the means for their verification for the following types of pedestrian-propelled trucks, equipped with load-handling devices for normal industrial duties, e.g. fork arms and platforms, or integrated attachments for special applications: pedestrian-propelled straddle stackers, pallet stackers, industrial trucks with capacities not exceeding 1 000 kg with manual or electrical battery-powered lifting, low-lift pallet trucks with lift height up to 300 mm and rated capacity up to 2 300 kg, scissor-lift pallet trucks with lift heights up to 1 000 mm or rated capacity up to 1 000 kg with manual or electrical battery-powered lifting. It is applicable to trucks provided with either manual or electrical battery-powered lifting, operating on smooth, level, hard surfaces.
Abstract
Overview
EN ISO 3691-5:2015 (identical to ISO 3691-5:2014) is the Type‑C standard specifying safety requirements and verification for pedestrian‑propelled industrial trucks. It covers pedestrian‑propelled straddle stackers, pallet stackers, low‑lift pallet trucks and scissor‑lift pallet trucks designed for normal industrial duties. The standard applies to trucks with manual or electrically battery‑powered lifting that operate on smooth, level, hard surfaces.
Key scope details:
- Rated capacities and limits referenced in the scope (e.g., trucks ≤ 1 000 kg lifting capacity; low‑lift pallet trucks up to 2 300 kg and lift height ≤ 300 mm; scissor‑lift pallet trucks lift height up to 1 000 mm or capacity ≤ 1 000 kg).
- Intended for equipment with fork arms, platforms or integrated attachments used in typical industrial material handling.
Key Topics and Requirements
EN ISO 3691-5:2015 organizes safety and verification topics into practical, testable requirements:
- Propelling and steering - safe control and manoeuvrability of pedestrian‑propelled trucks.
- Load‑handling controls - ergonomics, accessibility and fail‑safe behaviour of lift/tilt controls.
- Lifting systems - design, strength and stability criteria for manual and battery‑powered lifts.
- Parking brakes and stability - requirements to prevent unintended movement and tipping.
- Protection against crushing, shearing and entanglement - guarding of moving parts and exposed edges.
- Lateral stabilizers and lifting points - structural requirements and safe attachment points.
- Additional requirements for battery‑powered lifting - electrical safety and battery‑related hazards.
- Verification methods - functional tests and type tests (design verification).
- Information for use - mandatory instruction handbooks, marking and operator information.
- Normative and informative annexes (e.g., measurement of forces, rated capacity, list of significant hazards).
Applications and Practical Value
This standard is used to:
- Design and manufacture safe pedestrian‑propelled trucks (straddle stackers, pallet stackers, low‑lift and scissor‑lift pallet trucks).
- Develop test protocols and perform conformity verification prior to market placement.
- Inform instruction manuals, safety labelling and maintenance procedures.
- Ensure compliance with the EU Machinery Directive (2006/42/EC) where the standard confers a presumption of conformity within its scope.
Who Should Use This Standard
- Manufacturers and OEMs of pedestrian‑propelled industrial trucks
- Safety engineers and product designers
- Compliance officers and regulatory affairs teams
- Testing laboratories and conformity assessors
- Fleet managers, procurement specialists and maintenance teams
Related Standards
- Other parts of the ISO 3691 series (Part 1, Part 2, Part 3, Part 6, etc.) for self‑propelled and specialized trucks
- ISO 12100 (general machinery safety and risk assessment)
- Relevant national adoptions of EN ISO 3691-5:2015 for EU market compliance
Using EN ISO 3691-5:2015 helps reduce operating hazards, supports regulatory conformity and improves the safety and reliability of pedestrian‑propelled material‑handling equipment.
