ISO 45001:2018 specifies requirements for an occupational health and safety (OH&S) management system, and gives guidance for its use, to enable organizations to provide safe and healthy workplaces by preventing work-related injury and ill health, as well as by proactively improving its OH&S performance. ISO 45001:2018 is applicable to any organization that wishes to establish, implement and maintain an OH&S management system to improve occupational health and safety, eliminate hazards and minimize OH&S risks (including system deficiencies), take advantage of OH&S opportunities, and address OH&S management system nonconformities associated with its activities. ISO 45001:2018 helps an organization to achieve the intended outcomes of its OH&S management system. Consistent with the organization's OH&S policy, the intended outcomes of an OH&S management system include: a) continual improvement of OH&S performance; b) fulfilment of legal requirements and other requirements; c) achievement of OH&S objectives. ISO 45001:2018 is applicable to any organization regardless of its size, type and activities. It is applicable to the OH&S risks under the organization's control, taking into account factors such as the context in which the organization operates and the needs and expectations of its workers and other interested parties. ISO 45001:2018 does not state specific criteria for OH&S performance, nor is it prescriptive about the design of an OH&S management system. ISO 45001:2018 enables an organization, through its OH&S management system, to integrate other aspects of health and safety, such as worker wellness/wellbeing. ISO 45001:2018 does not address issues such as product safety, property damage or environmental impacts, beyond the risks to workers and other relevant interested parties. ISO 45001:2018 can be used in whole or in part to systematically improve occupational health and safety management. However, claims of conformity to this document are not acceptable unless all its requirements are incorporated into an organization's OH&S management system and fulfilled without exclusion.
Abstract
Overview
EN ISO 45001:2023 (identical to ISO 45001:2018) specifies requirements and gives guidance for occupational health and safety (OH&S) management systems. The standard enables organizations to provide safe and healthy workplaces by preventing work‑related injury and ill health and by proactively improving OH&S performance. It is applicable to any organization, of any size or type, and covers OH&S risks under the organization’s control. EN ISO 45001:2023 is a management system standard - not prescriptive - and does not set specific numerical criteria for OH&S performance.
Key topics and requirements
The standard is structured around the high‑level management system approach and includes these core topics:
- Context of the organization: understanding internal/external factors and interested parties that affect OH&S.
- Leadership and worker participation: top management commitment, OH&S policy, roles and responsibilities, and worker consultation and participation.
- Planning: hazard identification, risk and opportunity assessment, legal and other requirements, and OH&S objectives.
- Support: resources, competence, awareness, communication and documented information control.
- Operation: operational planning and control, eliminating hazards, risk reduction, management of change, procurement and emergency preparedness.
- Performance evaluation: monitoring, measurement, evaluation of compliance, internal audit and management review.
- Improvement: incident investigation, corrective action and continual improvement of OH&S performance.
Important notes from the text:
- The standard helps achieve outcomes such as continual improvement, legal compliance and attainment of OH&S objectives.
- It can integrate broader worker wellness and wellbeing programs.
- Claims of conformity require full implementation of all requirements without exclusion.
Practical applications
EN ISO 45001:2023 is used to:
- Build or improve an occupational health and safety management system (OHSMS).
- Systematically identify and control workplace hazards and reduce OH&S risks.
- Demonstrate commitment to worker safety and legal compliance to stakeholders.
- Provide the framework for internal audits, management reviews and continual improvement of workplace safety processes.
Typical use cases:
- Implementing risk assessment and hazard control programs across operations.
- Structuring emergency preparedness and response plans.
- Integrating OH&S with quality (ISO 9001) or environmental (ISO 14001) management systems.
Who should use it
- Employers and senior management seeking to improve workplace safety.
- OH&S managers, EHS professionals and safety officers.
- Consultants, auditors and organizations preparing for third‑party certification.
