ISO 5395-2:2013 specifies safety requirements and their verification for combustion-engine-powered pedestrian-controlled (with or without sulky) rotary lawnmowers and cylinder lawnmowers (hereafter named "lawnmower"), and equipped with: metallic cutting means; and/or non-metallic cutting means with one or more cutting elements pivotally mounted on a generally circular drive unit, where these cutting elements rely on centrifugal force to achieve cutting, and have a kinetic energy for each single cutting element of 10 J or more. It does not apply to: robotic and remote-controlled lawnmowers, flail mowers, grassland mowers, sickle bar mowers, towed/semi-mounted grass-cutting machines, and scrub-clearing machines; electrically powered and battery-powered lawnmowers; pedestrian-controlled lawnmowers with a swing-over handle. Note that IEC 60335-1 together with IEC 60335-2-77 give requirements for pedestrian-controlled walk-behind electrically powered lawnmowers. ISO 5395-2:2013 deals with all significant hazards, hazardous situations or events relevant to lawnmowers when used as intended and under the conditions of misuse which are reasonably foreseeable by the manufacturer. It is not applicable to lawnmowers which are manufactured before the date of publication of this document.
Abstract
Overview
EN ISO 5395-2:2013 - Garden equipment: Safety requirements for combustion-engine-powered lawnmowers - Part 2: Pedestrian-controlled lawnmowers - specifies safety requirements and verification methods for combustion-engine, pedestrian-operated rotary and cylinder lawnmowers (including units with a sulky). It covers machines with metallic cutting means and non‑metallic centrifugal cutting elements having a kinetic energy of 10 J or more per element. The standard addresses all significant hazards during intended use and reasonably foreseeable misuse. Excluded are robotic/remote-controlled, electrically/battery powered, flail, grassland, sickle-bar, towed/semi‑mounted and scrub‑clearing machines, and pedestrian mowers with swing‑over handles.
Key Topics
The standard focuses on practical safety and verification areas relevant to pedestrian-controlled lawnmowers:
- Controls and operator presence control (OPC) - requirements for control layout and presence-sensing to prevent unintended operation.
- Handle design and ergonomics - secure mounting, control accessibility and handle integrity.
- Guards and enclosures - protection around cutting mechanisms and openings to limit access and thrown-object risk.
- Brakes and stopping performance - stopping time of cutting means and drive systems.
- Cutting-means integrity and impact tests - requirements for blade/element strength and containment.
- Thrown-objects and grass catcher performance - mitigation of projectile hazards and collection system safety.
- Hot surfaces, exhaust fumes and spillage - thermal risks, emissions exposure and fuel/oil leakage.
- Noise and vibration - measurement and reduction requirements for operator exposure.
- Markings, warnings and instruction handbook - mandatory labels and user information for safe operation and maintenance.
- Special requirements for mowers with a sulky (seat-mounted operator accessory).
Applications
EN ISO 5395-2:2013 is used by:
- Manufacturers and product designers to design compliant combustion-engine pedestrian lawnmowers and to incorporate required safety features (OPC, guards, brakes).
- Test laboratories and conformity assessors for type-testing, verification and CE-related conformity assessment under the EU Machinery Directive.
- Regulatory and compliance teams preparing declarations of conformity, technical files and user documentation.
- Safety engineers and purchasers evaluating machine safety, risk assessments and procurement specifications.
Using this standard helps reduce injury risk, demonstrate compliance with safety legislation (notably the EU Machinery Directive when combined with Part 1), and improve product marketability.
