1.1 This International Standard contains principles and requirements for the competence, consistency and impartiality of the certification of products (including services; see clause 3.3 of ISO/IEC 17000) and processes and for the bodies providing those activities. Certification bodies operating to this International Standard need not offer all types of product, service or process certification. 1.2 Certification of products, services and processes is a third party conformity assessment activity (see clause 5.5 of ISO/IEC 17000:2004). Bodies performing this activity are therefore third party conformity assessment bodies, (named in this standard "certification body/bodies"). Note 1 A certification body can be non-governmental or governmental (with or without regulatory authority). Note 2 This International Standard can be used as a criteria document for accreditation or peer assessment or other assessment processes.
Abstract
Overview
EN ISO/IEC 17065:2012 (identical to ISO/IEC 17065:2012) is an international standard published by CEN that defines principles and mandatory requirements for the competence, consistency and impartiality of third‑party bodies that certify products, processes and services. It replaces EN 45011:1998 and the earlier ISO/IEC Guide 65, and can be used as a criteria document for accreditation, peer assessment or governmental designation.
Key topics and requirements
This standard structures requirements into clear clauses that certification bodies must meet. Major technical topics include:
- Scope and principles - third‑party conformity assessment for products, processes and services; applicability to governmental and non‑governmental bodies.
- General requirements - legal/contractual obligations, confidentiality, liability, non‑discrimination and publicly available information.
- Impartiality and governance - mechanisms to identify and manage conflicts of interest and demonstrate impartial operations.
- Structural requirements - organizational structure, top management responsibilities and safeguarding impartiality.
- Resource competence - personnel competence, qualifications, and resources needed to perform evaluations.
- Process requirements (Clause 7) - full lifecycle of certification: application, application review, evaluation, review, certification decision, certification documentation, directory of certified items, surveillance, handling changes, suspension/withdrawal, records, complaints and appeals.
- Management system (Clause 8) - options for documented management system controls, internal audits, management review and corrective/preventive actions.
- Annexes - Annex A (principles for product certification bodies) and Annex B (application guidance for processes and services).
Practical applications and users
EN ISO/IEC 17065 is applied where independent, trusted certification is required to increase market access, demonstrate compliance or support regulatory frameworks. Typical users include:
- Certification bodies seeking accreditation or to align operations with international best practice.
- Accreditation bodies using the standard as the basis for assessing and accrediting certifiers.
- Scheme owners and regulators who need to define or recognize competent certifying organizations.
- Manufacturers, service providers and process owners that pursue third‑party certification to build customer confidence and facilitate trade.
- Auditors and conformity assessment professionals implementing or evaluating certification processes.
Practical outcomes include credible certificates, consistent surveillance programs, documented impartiality, and formalized complaint/appeal handling - all supporting acceptance of certified products, processes and services on national and international markets.
