Applies to the specification of performance, with primary reference to industrial applications, of the following kinds of electrical and electronic equipment: - indicating and recording instruments which measure electrical quantities; - material measures which supply electrical quantities; - instruments which measure non-electrical quantities using electrical means, for all parts of the measuring chain which present electrical output signals. It is based on the methods expounded in GUM for expressing and evaluating the uncertainty of measurement, and refers to GUM for the statistical procedures to be used in determining the intervals assigned to represent uncertainty (including the way to account for non-negligible uncertainties in the traceability chain). The object is to provide methods for ensuring uniformity in the specification and determination of uncertainties of equipment within its scope. All other necessary requirements have been reserved for dependent IEC product standards pertaining to particular types of equipment which fall within the scope of this standard.
Abstract
Overview
IEC 60359:2001 is an international standard developed by the International Electrotechnical Commission (IEC) that governs the expression of performance for electrical and electronic measurement equipment. This standard primarily applies to industrial applications encompassing various types of instruments, including:
- Indicating and recording instruments measuring electrical quantities
- Material measures supplying electrical quantities
- Instruments measuring non-electrical quantities using electrical methods, specifically when parts of the measurement chain produce electrical output signals
The standard aligns with the Guide to the Expression of Uncertainty in Measurement (GUM) published by ISO in 1993, ensuring consistency in how measurement uncertainty is expressed and evaluated. The objective of IEC 60359:2001 is to provide unified methods for specifying performance and measurement uncertainties to enhance reliability and comparability across these instruments.
Key Topics
IEC 60359:2001 covers a comprehensive set of concepts integral to electrical and electronic measurement equipment performance specification:
- Scope and Object: Defines the equipment types and performance expression objectives within industrial measurement contexts.
- Terminology and Definitions: Provides standardized definitions related to measurement uncertainty, errors, and influencing quantities, harmonized with the International Electrotechnical Vocabulary (IEV).
- Specification of Values and Ranges: Details how to specify nominal values and operational ranges relevant to measurement instruments.
- Uncertainty Limits: Offers guidelines for expressing measurement uncertainty limits, incorporating both Type A and Type B evaluation methods as per the GUM.
- Influence Quantities: Defines specifying external variables that may affect measurement results and how to account for them.
- Compliance Testing: Sets general rules for conformity assessment ensuring equipment meets specified performance and uncertainty limits.
- Calibration Diagrams: Includes illustrative diagrams explaining calibration processes under various conditions and measurement ranges.
Additionally, informative annexes elaborate on the conceptual evolution from the traditional “error” framework toward the modern “uncertainty” approach, reflecting advances in metrology best practices.
Applications
IEC 60359:2001 is vital for manufacturers, calibration laboratories, and quality assurance engineers involved with:
- Industrial measurement instrumentation where precise electrical or electronically derived signals need to be measured and reported.
- Calibration services that must establish and declare measurement performance and uncertainty based on international best practices.
- Product standards development for regulating the performance criteria of specialized electrical and electronic measurement equipment.
- Metrological traceability ensuring measurement results are linked to international standards while properly accounting for uncertainty contributions.
By adopting IEC 60359:2001, stakeholders ensure more accurate performance specifications, enhanced interoperability, and increased confidence in measurement data critical for safety, efficiency, and compliance in various industrial domains.
Related Standards
IEC 60359:2001 relates closely to several other standards and guides, including:
- ISO/IEC Guide 98-3 (GUM): The fundamental document providing statistical methods for expressing uncertainty in measurement results. IEC 60359 adopts its principles for uncertainty evaluation.
- International Electrotechnical Vocabulary (IEV): Harmonizes terminology for electrical and electronic measurements, ensuring standardized interpretations across IEC standards.
- IEC Product Standards: Many specific IEC standards for particular measurement equipment types refer to IEC 60359 for uncertainty and performance expression requirements, making it a foundational reference.
- ISO/IEC 17025: The standard for competence of testing and calibration laboratories, where IEC 60359 supports the technical criteria for equipment performance specifications.
Conclusion
IEC 60359:2001 serves as a core international standard for the uniform expression of performance and uncertainty in electrical and electronic measurement equipment, especially within industrial applications. By incorporating contemporary metrological principles from the GUM, it bridges traditional measurement error concepts to the modern treatment of uncertainty. This ensures that manufacturers, calibration labs, and users can confidently specify, evaluate, and verify equipment performance, thereby enhancing measurement quality and consistency worldwide.
