IEC 61300-3-2:2009 specifies measurement methods to determine the dependence of loss in a single-mode fibre optic device to changes in polarization. This procedure focuses on measurements with a fixed wavelength source; therefore, this procedure is applicable to devices whose properties at a single wavelength can represent those over the broader wavelength band. Typical examples of such devices are single-mode interconnecting devices and passive components, including connectors, splices, branching devices, attenuators, isolators, and switches. The maximum observed variation in transmission loss is referred to as polarization-dependent-loss (PDL). This standard applies to broadband devices and not to narrow-band devices like filters and multiplexers. The reader is referred to IEC 61300-3-29 for such measurements. This third edition cancels and replaces the second edition published in 1999. It constitutes a technical revision. The main changes with respect to the previous edition are: this edition includes both the all-states method of the previous edition as well as the Mueller matrix method from IEC 61300-3-12. Keywords: measurement methods to determine the dependence of loss in a single-mode fibre optic device to changes in polarization
Abstract
Overview
IEC 61300-3-2:2009 - "Fibre optic interconnecting devices and passive components - Basic test and measurement procedures - Part 3-2: Polarization dependent loss in a single-mode fibre optic device" specifies standardized measurement methods to determine how loss in a single‑mode fibre optic device varies with polarization. The standard focuses on fixed‑wavelength measurements applicable to devices whose single‑wavelength behavior represents the broader band (broadband devices). It defines polarization‑dependent loss (PDL) as the maximum observed variation in transmission loss and supersedes the 1999 edition by adding the Mueller matrix method alongside the original all‑states method.
Key topics and technical requirements
- Measurement methods
- All‑states method: scans a representative set of polarization states (linear, circular, elliptical) using deterministic or pseudo‑random polarization state change systems (PSCS) to map the Poincaré sphere and determine PDL.
- Mueller matrix method: measures DUT response to a small set of well‑defined input states and uses Mueller matrix calculations (often only the first row) to compute PDL.
- Apparatus: optical source, temporary joint (TJ), polarization state change system (PSCS), optional reference branching device (RBD), detectors, and data recording/processing equipment.
- Source requirements: fixed wavelength with adequate spectral width for the test; polarized source with at least 13 dB extinction ratio (20 dB recommended to reduce uncertainty); stability in power, degree/state of polarization, and wavelength.
- Measurement dependencies: accuracy depends on polarization coverage (all‑states), source wavelength stability, system signal‑to‑noise ratio, detector response time relative to polarization scan rate, and drift in system birefringence.
- Scope limit: applies to broadband components (connectors, splices, branching devices, attenuators, isolators, switches). Not intended for narrow‑band devices such as DWDM filters and multiplexers (see IEC 61300‑3‑29).
Applications and users
- Who uses it: fibre‑optic component manufacturers, independent test laboratories, telecom equipment vendors, QA and compliance engineers, and certification bodies.
- Practical uses:
- Characterizing PDL of connectors, splices, attenuators, isolators, switches and branching devices.
- Specifying acceptance criteria for production testing and quality control.
- Benchmarking and comparing component designs for polarization sensitivity in single‑mode systems.
- Supporting system design where polarization effects can degrade performance (e.g., high‑speed links).
