IEC 61439-5:2014 defines the specific requirements for public electricity network distribution assemblies (PENDAs). PENDAs have the following criteria: - used for the distribution of electrical energy in three phase systems for which the rated voltage does not exceed 1 000 V a.c. (see Figure 101 for a typical distribution network); - open ASSEMBLIES are not covered by this standard; - suitable for installation in places where only skilled persons have access for their use, however, outdoor types may be installed in situations that are accessible to ordinary persons; - for indoor or outdoor use. This second edition cancels and replaces the first edition published in 2010. It constitutes a technical revision. This edition includes the following significant technical changes with respect to the latest edition: - confirmation that tests carried out on the most onerous PENDA are deemed to verify the performance of similar and less onerous assemblies of the same general construction and rating; - more precise timing/conditions for impact force withstand tests for PENDAs designed for operation in an arctic climate; - correction of the direction of the applied force in the static load test. This publication is to be read in conjunction with IE 61439-1:2011. The contents of the corrigendum of March 2015 have been included in this copy.
Abstract
Overview
IEC 61439-5:2014 is an essential international standard published by the International Electrotechnical Commission (IEC) that specifies requirements for low-voltage switchgear and controlgear assemblies used in power distribution within public networks. This standard, part of the broader IEC 61439 series, focuses specifically on Public Electricity Network Distribution Assemblies (PENDAs). Designed for three-phase systems with rated voltages up to 1,000 V AC, IEC 61439-5 ensures safety, reliability, and performance for these critical electrical distribution assemblies.
This second edition replaces the 2010 version and incorporates significant technical revisions to improve test procedures and address environmental challenges. It applies to indoor and outdoor installations accessible mainly to skilled personnel (with certain outdoor exceptions accessible to ordinary persons).
Key Topics
-
Scope of PENDAs Defines the use of closed, stationary assemblies for public low-voltage electrical distribution. Open assemblies are excluded.
-
Service and Construction Requirements Details conditions for operation, including suitability for indoor/outdoor use and accessibility restrictions.
-
Performance and Verification Tests Addresses mechanical strength, temperature rise, impact resistance (including enhanced tests for arctic climates), static load endurance, and more to guarantee durability and safety.
-
Testing Hierarchies Validation of assemblies starts with the most onerous PENDA, which, once verified, is accepted for similar or less demanding models with the same construction and rating parameters.
-
Interface and Information Requirements Defines connections, dimensions, and operational data needed for integration and maintenance.
-
Control and Signalling Devices PENDAs may include related control or signalling equipment, provided the primary function remains power distribution.
-
Exclusions Individual components like motor starters or fuse switches fall under separate product standards and are not covered here.
-
Relation to IEC 61439-1 IEC 61439-5 must be read in conjunction with Part 1, which defines general rules and guidelines for low-voltage switchgear assemblies.
Applications
IEC 61439-5:2014 is crucial for manufacturers, designers, and operators involved in:
- Electric utilities and public network operators managing medium to low voltage distribution systems.
- Manufacture of modular power distribution assemblies tailored for public electricity infrastructures.
- Design and installation of low-voltage power distribution units in urban, rural, and industrial environments, ensuring compliance with stringent safety and operational criteria.
- Outdoor power distribution equipment installation, including in public-accessible areas, where durability against mechanical and environmental stresses is critical.
- Ensuring product conformity and reliability through rigorous verification and routine testing to meet international safety standards.
