IEC 63370:2022 contains a subset of requirements from IEC 62841-1:2014 that are applicable for battery charging systems. The battery charging system includes the battery(ies) and its related charging circuitry. In many cases, the same battery charging system is utilized for a wide variety of end products. Therefore, the purpose of this document is to provide a means for evaluating a battery charging system for electric motor-operated hand-held tools, transportable tools and lawn and garden machinery. This evaluation can then be utilized over a wide range of products covered by IEC 62841 (all parts), without having to re-evaluate the battery charging system for each case where the battery charging system is utilized in or with a product. This document applies to the safety of lithium-ion batteries and charging systems for use in rechargeable battery-powered motor-operated or magnetically driven hand-held tools (IEC 62841-2), transportable tools (IEC 62841-3), and lawn and garden machinery (IEC 62841-4).
Abstract
Overview
IEC 63370:2022, "Lithium-ion batteries and charging systems - Safety," is an international standard published by the International Electrotechnical Commission (IEC). This standard specifies safety requirements for lithium-ion batteries and their associated charging systems as used in rechargeable, battery-powered, electric motor-operated and magnetically driven hand-held tools, transportable tools, and lawn and garden machinery. Drawing from explicit requirements in IEC 62841-1, it provides a pathway for consistent safety evaluation across a broad spectrum of products, ensuring that batteries and charging systems can be used across multiple equipment lines without repetitive testing.
Key Topics
-
Scope and Coverage IEC 63370:2022 addresses the safety of lithium-ion batteries and charging systems in:
- Hand-held tools (IEC 62841-2)
- Transportable tools (IEC 62841-3)
- Lawn and garden machinery (IEC 62841-4)
-
Exclusions
- Does not cover safety requirements for stand-alone battery chargers
- Does not apply to general-purpose batteries or to risks related to toxicity, transportation, or disposal
-
General Safety Considerations
- Focuses on hazards like electric shock, fire, and explosion (excludes toxicity and transport hazards)
- Considers everyday use, charging, and storage conditions
- Ensures battery and charging systems are not user-serviceable, limiting repair to qualified personnel
-
Key Definitions
- Battery: one or more cells in an assembly supplying electrical current
- Charging System: circuitry managing the charging, balancing, and maintenance of batteries
- Integral Battery: a battery permanently fitted within a product
- Detachable Battery Pack: a battery removable from the product for charging
-
Product Evaluation
- Requirements and test conditions are structured so that products using the same battery or charging systems can leverage prior safety evaluations, avoiding redundant work across product lines.
Applications
IEC 63370:2022 establishes a clear, internationally recognized set of requirements guiding manufacturers and product designers in ensuring the safety of lithium-ion batteries and charging systems in:
- Power tools and motor-operated hand-held devices
- Portable workshop or construction tools
- Battery-powered lawn mowers, trimmers, and other garden maintenance machinery
Practical benefits include:
- Enhanced consumer safety – addressing risks of short circuit, electric shock, overheating, fire, and mechanical failure
- Simplified compliance across product variants using the same battery or charger system
- Streamlined certification processes for battery-powered products within the IEC 62841 series scope
- Support for global market entry by adhering to internationally accepted safety benchmarks
Related Standards
To provide comprehensive safety for battery and charging systems, IEC 63370:2022 references or aligns with the following standards:
- IEC 62841-1:2014 – General safety requirements for electric motor-operated tools and machinery (main parent document)
- IEC 62133-2:2017 – Safety requirements for secondary lithium batteries in portable applications (cross-reference for certain tests)
- IEC 62281:2019 – Safety during transport for lithium-ion batteries
- IEC 60335-2-29 – Particular safety requirements for battery chargers
Note: Specific technical or test requirements for cells and chargers themselves may fall under these and additional IEC or ISO standards, depending on the product application.
Summary
IEC 63370:2022 is a foundational safety standard for lithium-ion batteries and charging systems in tools and garden machinery, ensuring products meet global safety expectations, reduce duplication in engineering assessments, and help companies demonstrate robust compliance in international markets. Incorporating IEC 63370 practices is key in designing, evaluating, and certifying battery-based power equipment for safety, reliability, and customer trust.
